Planning Obligations Monitoring Officer (S106)


There has never been a more exciting time to join Wirral Council. We are looking for a Planning Obligations Monitoring Officer to join our Planning Department, where you will Monitoring S106 planning obligations to ensure records are fully in order, monies are paid when triggers are met and correct accounting processes are followed.


The Planning Obligations Monitoring Officer is ultimately responsible for ensuring that Wirral Council’s statutory obligations are met and complied with. You will lead on developing and delivering policy and processes to improve working practices regarding S106 and unilateral undertakings and also report on S106 income and spend to Planning Committee, other relevant committees and members as and when required.

You shall also be tasked with setting up appropriate systems to monitor Planning obligations and other legal agreements, logging agreements onto a database to ensure that individual agreements are accurately recorded.

Other duties include Answering queries from developers, stakeholders and members regarding legal agreements assisting in negotiating clauses and triggers for infrastructure requirements and other matters in line with Local and National planning policy.


The ideal candidate will have prior experience reporting on S106 spend within a Council Planning department.

You will be able to demonstrable the ability to understand and interpret legal documents and have excellent communication skills, including the ability to articulate information and present clear, accurate and concise reports to a wide range of audiences.

Knowledge of the relevant law, Government guidance, policies and practice relating to planning and planning enforcement matters are essential.
