The starting salary for this position is £53,918 per annum based on a 36-hour working week. The role is offered as a 24-month fixed-term contract or secondment opportunity.

About Us

Surrey County Council's IT and Digital Project Delivery Team has a vacancy for an IT Programme Manager. As an experienced Programme Manager, you will deliver a number of concurrent IT projects for business solutions to support major IT-related change initiatives across the Authority. These will be delivered through the use of internal staff, contractors and third-party suppliers.

The Project Delivery Team is part of the Architecture, Transition and PPM group responsible for delivering major IT-business solutions across all services of the Authority and a number of external partners. The team comprises of a number of Programme and Project Managers.

About The Role

Our Programme and Project Managers are at the centre of a major transformation programme to deliver IT solutions that make the Authority’s staff more mobile, flexible and responsive, providing them with the ability to work in partnership with colleagues, other public bodies, agencies and residents; using a variety of IT devices, tools and applications. 

Working with Heads of Services, Business Partners and other key stakeholders, you will develop and agree projects briefs, PIDs, and project and resource plans. You will also be responsible for the day to day management of projects; ensuring completion to agreed cost, time and quality criteria. This will often involve working and negotiating with external suppliers, as well as management of a virtual project team.

About You

You must be an experienced MSP / PRINCE 2 Programme/Project Manager and have experience of managing multi-million-pound budgets. As a recognised expert in the theory and practice of Programme and Project Management you will develop good Project Management expertise in others and enhance Project Management processes in the organisation. You may also have had exposure to AGILE project delivery previously.

You will manage virtual project teams as well as directly line managing a team of Project Managers; as such you should have good communication, engagement and organisation skills, together with credibility in the role. 

This position requires strong influencing skills and the ability to bring together project sponsors (usually senior managers), expert advisers, external consultants, contractors, and end users, to form an effective team focussed on delivery of the programme.

Brighton and Hove City Council, East Sussex County Council and Surrey County Council collaborate on a number of business services and therefore you will need to be flexible in terms of working across these organisations as project demands arise.
