Corporate Procurement and Contracts Manager

Tendring District Council has undertaken a review of its Governance Services and as a result, a new role has been established for a Corporate Procurement and Contracts Manager to oversee the strategic and operational management of the Governance Framework for Corporate Procurement, Commercial Law and Practice and supporting the Council’s insurance requirements.

The Tendring District has many geographic, demographic and economic characteristics that make it distinctive from other areas. We enjoy over 36 miles of coastline, award-winning sandy beaches, areas of geological interest and specialist areas for wildlife or fowl, including SSSI’s, numerous coastal towns providing anything from the traditional pleasures of the seaside to maritime heritage and a Cinque Port, a variety of beautiful and picturesque villages and one of the busiest harbours in Europe. Our coastal geography is our greatest asset.

The Council operates a Cabinet system.

The role

This is an exciting opportunity for an individual looking to work across specialist areas developing and providing a rounded service within the Governance directorate. We are seeking an experienced solicitor or procurement professional who has extensive knowledge and practical experience in broad range of procurement and contracts matters within local government, engaging with various Council departments to provide procurement and legal support in this specialist area. You must possess proven technical knowledge and ability to develop a new contract management framework for the Council through previous experience. The role will also manage the procurement function, which is currently being undertaken in partnership with Essex County Council and work collaboratively with the insurance team.

The ideal candidate will be able to demonstrate high standards of customer service, effective governance, efficient project management and the use of technology to deliver excellent value for money. They will also be able to work under pressure to strict deadlines, and will motivate and mentor teams across the Council.

The requirements

We are looking for an ambitious and interested procurement professional or lawyer, preferably a solicitor or legal executive who is prepared to think outside the box and is ready to take on the opportunity of a wider management career in local government and developing a new team. Excellent interpersonal and communication skills are pivotal to this role.

You will have significant experience of working in a busy office and will be able to use your experience and knowledge across the spectrum of local government procurement and contracts law and practice, including contract management and insurance requirement from routine matters to more complex agreements.

You will have experience of advising officers and members to a high standard and negotiating with stakeholders.

You will be both supported by the friendly team whilst also able to manage, support and develop staff in your specialist area of work. You will also be able to demonstrate an ability to interpret legislation and provide associated advice to officers.

You must be able to work flexibly.  The Council is currently operating a hybrid remote working arrangement.
