The role

Responsible to the Service Manager (Digital & IT) to assist in the delivery of digital and IT programmes and projects from inception to roll-out, keeping them aligned to our strategic outcomes.

You will collaborate with key stakeholders throughout the organisation, ensuring our programmes and projects are delivered in partnership, leading transformational change across the borough, promoting new ways of working and reporting progress to the senior management team.

This is a career graded position and will put you on a pathway to becoming a competent and well-rounded IT project officer. You will learn and develop your skills in project management methodologies including Agile Project Management (AgilePM®) with a commitment to becoming fully certificated.

Main responsibilities

Undertake a range of specialist tasks including:

In conjunction with the Service Manager (Digital & IT), manage and develop the delivery of digital and IT projects and programmes.

Manage the day-today delivery of one or more strategic programmes of work from inception through to transition to service, always ensuring that the solution meets user needs.

Develop and maintain a deep understanding of how programmes of work fit in with the IT and Digital Strategy and wider vision and aspirations of the organisation.

Develop project and programme approaches, processes and procedures, ensuring they align with the work of the IT and Digital teams.

Assist the Service Manager (Digital & IT) to oversee, advise and support the creation of business cases, scope and plans for digital and IT projects.

Working with service professionals to ensure that every project considers non-functional requirements, including operability, security, performance, accessibility, usability, business continuity and disaster recovery.

Ensure that all projects have appropriate project governance mechanisms and reporting in place at the outset of the project.

Ensure that risks, issues, assumptions and dependencies are tracked and managed and that any likelihood of deviation from plan outside of agreed tolerance (including time, cost and quality) is raised with stakeholders and managed through project governance.

Encourage and embed new ways of working on project delivery, including the incorporation of service design and agile approaches, prototyping and the piloting of new products and services.

Support the rollout of new or changed technology, assisting the business in understanding, adopting and making full use of it.

Providing support, advice and guidance to our users to ensure a consistently high-quality approach to delivery.

Take an overall view on the results of post-implementation reviews, using this information to refine and improve our project and programme approach.

Provide ongoing support and guidance to our end users post implementation to ensure the product is continuously meeting user need.

Essential qualifications/experience

Excellent communication skills.

Ability to familiarise quickly with new software applications.

Adapt, embrace and champion new ways of working.

Good knowledge of Microsoft Office applications (including 365).

Knowledge of popular project management methodologies.

5 GCSE's or equivalent A-C grade, including English and Maths

Further education or experience pertinent to the role, for example, university graduate studying an IT discipline.

Experience of working on a project that involved different people to achieve an outcome.

Experience of creating supporting documentation and training material for end users.

Ability to work with minimal supervision.

Ability to work proactively under own initiative.

Ability to create a positive rapport with staff.

Desirable qualifications/experience

Able to sell concepts to a wide range of people, whether that be a customer, an end user or senior management.

Adapt communication style to suit the target audience.

Experience of using dedicated project management software, for example, Microsoft Planner, Microsoft Teams, Asana, Trello or similar.

A project management qualification, for example ITIL®, AgilePM® or equivalent.

Experience of working on a large-scale project, preferably on an IT or digital transformation project.

Experience of delivering training programmes to a wide range of users.

Experience of working in a multidisciplinary team.

Ability to listen to end users and create user stories based on their experiences.
