About us

OneSource is the in-house shared service partnership supporting both the London Boroughs of Havering and Newham. Through our shared service model we provide a full range of back office services for the Boroughs consisting of; Exchequer and Transactional, Property and Asset Management, Legal and Governance, Procurement, Finance, Technology and Innovation, and HR & OD.  

The Payroll Service implemented the Oracle Fusion ERP system, to which Payroll operate the Pay Module, the SME role is a newly created post which will work closely with the Payroll Manager and System Teams to help identify and implement system improvements to maximise efficiency and service to all our customers.

About the role

The Payroll SME has the opportunity to help shape the delivery of the payroll service across two local authorities, and 24 external clients. The role will encourage a project management style approach, as the role will continue to identify system and process improvements and seek to work with the Payroll and System Teams to deliver them.

Oracle Fusion was implemented in September 2020, it is a cloud based system which is constantly evolving and requires regular testing, which the SME will need to lead and co-ordinate and sign off.

The SME will need to be aware of changing legislation as they will work closely with the Payroll Manager to identify impacts to current processes.

Whilst leading on change initiatives, the Payroll SME is crucial to developing, coaching and mentoring colleagues to ensure existing and new Payroll techniques are applied to maximise service delivery for our customers.

Contributing to our overarching vision, which is underpinned by our core objectives to drive council-wide improvements and nurture relationships with stakeholders, whilst developing & empowering teams to achieve operational excellence.

About You

You will have the opportunity to help shape the future of the OneSource Payroll service. As a result we are looking for someone who is forward-thinking, ambitious and can demonstrate strong system and project management skills. With the ability to work across teams and lead on change.

You will also have experience of working within a similar role, with proven examples of delivering change and working closely within a Payroll Service. Working in a public sector environment is advantageous as you will have an understanding of the local government landscape, which will support your understanding of the various needs of the service.

Knowledge of the Oracle Fusion is highly desirable, but where an applicant cannot evidence Fusion knowledge, it is crucial the applicant can demonstrate experience in leading a payroll system in an expert capacity.    

To be shortlisted to interview, you must be able to clearly evidence the following areas within your application:

  • Experience of working in a Payroll Service in a system expert capacity
  • Knowledge of HMRC compliance and Statutory regulations
  • Able to project manage change; liaising with stakeholders, managing time, working in a fast paced environment.
  • Great customer service and people skills
  • Experience operating the Oracle Fusion system for payroll
