Planning Technical Officer

About The Role:

The role provides technical support to the Ebbsfleet Development Corporation Planning (Development Management) function through a range of duties. The majority of the work is associated with the registration, validation and consultation of planning applications and the issuing of decision notices. The role involves working with colleagues across the Planning Team, the EDC Planning Committee and external stakeholders including the general public, elected members, developers and the Local Authorities. The working pattern is Monday to Friday with some occasional evening work for planning committee meetings. There is also the option of some partial home-working arrangements.

Main Accountabilities and Responsibilities:

The post holder will be required to:

Register and validate all types of planning application, including the discharge of planning conditions, to meet set deadlines. Such work to include consulting and notifying residents and consultees, mapping cases onto the GIS system and using the validation checklist to accurately interpret plans and supporting documents;

Calculate planning application fees and the Community Infrastructure Levy (CIL) rate (if applicable) including requesting and receipting of such fees, maintaining an income forecast and liaison with EDC’s Finance Team;

Register and monitor planning appeals including carrying out required consultation to meet set deadlines;

Register and acknowledge pre-application enquiries, planning enforcement cases and local authority consultations;

Issue planning decision notices to meet set deadlines;

Compile and issue weekly lists for new and decided applications;

Act as Planning Committee Secretary including organising the EDC Planning Committee meetings, the coordination and circulation of agendas, taking minutes of meetings and updating the website; and

Carry out such other non-recurring duties appropriate to the post as may be directed.

Person Specification:

Essential Criteria

Excellent customer service skills and experience of working in a customer facing role

Educated to GCSE (or equivalent) level including in Maths and English at Grade C/Level 4 or above

Good IT skills particularly in MS Office

Be well organised and have excellent attention to detail

Good written and verbal communication skills

An interest in town planning, enthusiasm and a willingness to learn

Desirable Criteria:

Experience of IDOX (Uniform) IT system
