As part of our ambitious transformation project, we have re-structured our Human Resource function resulting in a period of exciting, positive change. As a result, we are now looking for a highly skilled HR Advisor to support our Social Care & Education directorate, reporting to the HR Business Partner for this busy, statutory area. You will provide an effective HR advisory and support service across the full employee lifecycle to our stakeholders and staff across the service areas for your primary directorate. Additionally, you will support the HR Business Partner in delivering the HR Plan for Social Care & Education, along with day-to-day HR support as required.

About the role

You will provide a comprehensive end-to-end, customer-focussed HR service to the business, engaging with your service areas to develop a greater understanding of their needs and how these can be best met through the effective use of employee relations, employee engagement and recruitment.

The main aspects of the role are

  • To provide line managers and staff in the service area with a comprehensive HR Advisory service across all aspects of the employee life cycle
  • To support the HR Business Partner and Senior HR Advisor in the delivery of the HR Strategy for the service area including providing project support
  • To support the upskilling of line managers to be effective people managers
  • To support line managers with accessing support from the specialist HR functions including recruitment, payroll and learning and development, ensuring that they plan ahead to ensure they have the right people, in the right place with the right skills to fulfil their role
  • To support line managers in ensuring that they maximise their available resources including the provision of cover for absence, maternity and paternity leave
  • To support line managers with absence, discipline and grievance ensuring that there is full compliance to the council HR policies and procedures
  • To support line managers to manage any performance issues in their team in line with the Performance Management Policy
  • To monitor the recruitment process ensuring that this is executed in a timely manner and that all pre-employment checks are completed prior to the new employee joining the Council, supporting with onboarding and induction in collaboration with line managers

About you

You will already be working as an HR professional, who can demonstrate, and evidence experience in providing an Employee Relations or generalist HR service, in a large organisation. Although not essential, experience of working in Government/Public Sector is desirable

Effective interpersonal and communication skills are vital to be successful in this role. You will be working with a range of stakeholders, who all have individual ways of working and expectations. Therefore, experience of working with customers to build effective relationships is essential as you will be expected to develop relationships with your key stakeholders to successfully advise, coach and influence. In addition, we work within a unionised environment, therefore experience of working with trade unions is essential for this role.

The ideal candidate will be able to clearly demonstrate experience of successfully advising, coaching and influencing within an organisation, including advising on, and managing, casework relating to absence, disciplinary, grievance and performance.

You will have a sound understanding of employment legislation and the impact this has on HR practice. CIPD membership and an HR qualification at a minimum of CIPD Level 5 is also essential.
