HR Business Partner

Why Lancaster?

We’re an award-winning, kind and responsible council, and we’re incredibly proud of our district and communities that reach from the coast to the mountains, including the historic City of Lancaster, Morecambe, Carnforth and many other beautiful places.

Our ambition for the future is to transform the way we work, with a relentless focus on delivering outcomes for our communities.  The HR and OD Team are integral to this.

If you share our passion for helping to deliver meaningful change through people then we’re looking for you.

The Role

The post is permanent. The hours of work for this position are 37 hours per week, however requests for part time hours will also be considered. This post is hybrid with a combination of attendance at onsite and online meetings, bookable workspaces and working from home. Meetings may be in Lancaster, Morecambe or elsewhere in the District or County. Your assumed place of work will be Lancaster City Centre.

The Council currently operates an excellent Flexible Working Hours Scheme which applies to this post. Subject to the needs of this business, this may allow employees to work between the hours of 6:00am-10:30pm.

You will work collaboratively with our friendly and committed HR and OD team, partnering with people managers across the council to enable the delivery of pragmatic people solutions that address risk and enhance performance, and ultimately help to achieve business outcomes with sound HR advice.

You will help to embed our People Plan and develop our organisation for your areas of responsibility. We can promise that no two days will be the same - you will advise on a range of HR matters, both strategic and operational. Applying your specialist HR knowledge to a range of diverse issues and facilitating great people management will be your goal.

Previous applicants need not apply.

About You

Our job description tells the full story, but you will be an experienced and talented HR person and getting the best out of people to deliver great organisational outcomes will get you out of bed in the morning.

You will have a deep and current understanding of the HR profession, including employee relations, talent management, resourcing, reward, and everything in between.

We are after a strategic thinker with great organisational skills, and building strong working relationships with colleagues, managers and trade unions will be a real strength.

Most of all, you will share our passion for people.

As well as leading on day to day HR support and advice, you will use your skills, experience and expertise to successfully lead and deliver organisational and cultural change. This will in turn enable us to achieve our four council priorities:

  • A sustainable District
  • An inclusive and prosperous local economy
  • Healthy and happy communities
  • A cooperative, kind and responsible council

Our Benefits

Lancaster is a great place to work, as well as being part of something special you will also benefit from:

  • Generous flexible working scheme, where hybrid working is our default
  • Generous annual leave allowance
  • Local Government Pension Scheme
  • A range of employee benefits including discounted gym membership, cycle to work scheme, the opportunity to purchase extra time off, as well as discounts on days out, activities and retail.

Lancaster City Council has unanimously declared a climate emergency and will therefore work towards reducing carbon emissions to net-zero by 2030. As part of this role, you will be expected to participate and work towards reducing both carbon emissions and the impacts of climate change.
