We are seeking a highly organised and commercially aware individual for the role of Procurement Officer at Spelthorne Borough Council. The role will provide end-to-end procurement support for a wide range of procurement projects covering various market sectors and procurement categories and spanning the whole Council.


You will work with the team to identify opportunities to improve the Council’s procurement performance, including carrying out spend analysis to identify consolidated spend opportunities; reviewing contract spend against budgets; preparing performance information e.g. for publication on the Council’s website, and generally providing support to services wishing to procure goods, works and services.


You will be fully familiar with the Public Contracts Regulations 2015, able to advise colleagues with accurate, professional procurement advice on the most effective and compliant procurement route and support the delivery of end-to-end procurement in a public sector environment. You will be expected to become familiar with the Council’s procurement procedures and advise colleagues accordingly.


You will support the organisation in its ambition to achieve value for money through procurement innovation, service delivery and continuous improvement.  You will help to develop and utilise current professional procurement techniques across the Council, ensuring legal, financial and regulatory compliance.


We are looking for a confident, commercially focused individual, with excellent organisational and communication skills, to support colleagues in their procurement projects. You will bring creative thinking and a problem-solving approach, an eye for detail and an ability to work effectively with other people.


You will have outstanding analytical skills, in particular with regard to the analysis of the organisation’s spend data and will be able to identify opportunities for consolidating spend and reducing duplication. You’ll be highly organised and possess excellent project management skills, although no formal project management qualification is required.


You will also be a competent user of IT, including all MS Office packages, and will have good experience of end-to-end tendering through an e-tendering portal.


The role will be based at the Council’s offices at Knowle Green, Staines-upon-Thames. Hybrid working is offered, but the successful applicant will be required to be in the office at least two days per week (likely to be Tuesday and Thursday) or as required to meet business and / or service needs
