Step2Skills offer opportunities to learn through creative, accredited and skills-based courses and provide expert tailored support for those with barriers and disabilities back into employment and education with our employment support teams and projects.

The role sits within the Operations and Administration team and the successful candidate will work in a team with two Commissioning and Contract Management Officers to provide the service. The successful candidate will actively monitor and manage contracts against agreed quality standards and targets, including managing contracts that are subject to Ofsted inspection under adult education. The contracts need to comply with Step2Skills own contractual obligations under central government funding regulations and Hertfordshire County Council policies and practices. Contractors could be independent businesses, colleges or voluntary/community sector organisations.

You will be involved in designing contract monitoring processes and you will ensure that contractors meet their obligations.  Contract set-up includes establishing KPIs, quality measures and performance review schedules.  You will prepare for and attend monthly meetings where contractor’s performance is monitored. There may be the need to move contractors to Notice to Improve or termination where issues arise.

You may also be required to support other Step2Skills staff to set up and manage contracts, following a commissioning process.  Contract management includes establishing Service Level Agreements and Partnership Agreements, where appropriate.

We are looking for you to hold experience in managing subcontracting arrangements and monitoring quality standards.

You will have experience of working with various types of organisations and internal and external stakeholders, along with a track record in developing and maintaining productive working relationships with partners, subcontractor’s and colleagues.

You will need to demonstrate good communication skills and the ability to interpret and adhere to complex rules and regulations.  You need to be self-motivated and able to carry out tasks without supervision.

Working within a team to manage partnerships and contracts that result in excellent high quality adult education and employment opportunities to the residents of Hertfordshire.
