The Council’s asset framework sets out the standards for maintaining our assets. The Building Surveyor Manager is accountable for ensuring those standards are delivered and maintained. They are responsible for managing a team of surveyors, preparing and monitoring their work programmes and providing specialist advice to our inhouse client services, keeping them abreast of our planned works.
The Assets and Property surveying team works across 225 assets that include operational buildings, a significant number of industrial and commercial properties and various miscellaneous properties including tunnels, closed burial grounds and a gunpowder mills site! With several heritage buildings added into the mix, no two days of work are the same due to the size and variety of the portfolio.
You will be responsible for managing your own projects, ensuring compliant procurement of contractors and consultants, maintaining tight control of capital and revenue budgets, and procuring condition surveys.
You will act as internal advisor on significant pipeline capital schemes coming forward such as a new depot and potentially a new leisure centre. Projects are at varied stages of development ranging from financial business case through to delivery and post-build latent defects stage. Your input will be at corporate level reporting to project boards applying your expertise beyond building surveying and into wider considerations of the differing agendas the Council is aiming to deliver.
The surveying team holds a record of housekeeping items related to maintaining compliance of asbestos, fire, and Legionella. Managing this is a vitally important part of this role to protect the Council, the public and users of our buildings. You will work with the officer responsible for checking all tests, assessments and paperwork are up to date and completed.
You should be educated to degree level or equivalent and hold RICS membership or equivalent professional qualification and experienced in dealing with planned and responsive maintenance and overseeing major and minor capital works. You should be proficient in CDM and MEES regulations, property related health and safety, and management of asbestos, fire safety and Legionella. Experience in M&E, compliance management and building services engineering would be a bonus.
Technical expertise in commercial properties is essential as are excellent communication skills required to liaise with client services, external tenants, and asset managers. Strong numerical skills and proficiency in MS Excel is needed to prepare and monitor budgets accurately.
You must be a strong team player whilst being capable of working on your own initiative. The workload is varied, dynamic and often demanding. The team is hardworking and constantly busy. Job Profile
What you’ll do on a typical day:
Lead a team of surveyors and a compliance works officer responsible for all aspects of asset maintenance of the corporate portfolio, and being accountable for the team’s performance
Be available to the team to answer questions arising daily, providing support, oversight and advice regarding their projects, undertaking regular 1-2-1’s and performance management reviews
Administer and set the direction of the annual planned maintenance programme allocating projects across the team, monitor and track projects in line with revenue and capital budgets, rebalancing work allocations as projects develop; and liaise regularly with Finance team
Keep abreast of maintenance liabilities and make changes to maintenance/compliance schedules for new buildings or buildings that are due to be leased out where the Council keeps responsibility for the fabric and structure
Ensure the asbestos register is up to date and that all compliance requirements are in line with the necessary legislation
Support the officer responsible for checking and collating all the asbestos, fire and Legionella information and monitor any gaps; procure compliance related contracts
Procure and oversee condition surveys working with wider team to upload surveys on to Council’s asset register database
Hold regular meetings with client services in Parks, Leisure, Heritage, Car Parks, Assets to discuss property maintenance issues and keep them abreast of our planned works
Provide technical advice to internal service teams and undertake a specialist advisor role for business cases of existing projects or speculative schemes across a range of client services
Attend regular property review group meetings, project board meetings, corporate health and safety group, capital monitoring, safety group meetings; some of which include responsibility to chair
Develop strategic and outline business cases for pipeline projects to assist future planning of major projects to add to the capital programme
Project manage your own schemes either directly or via consultants including non-maintenance projects such as demolition works and dilapidation surveys
Liaise with procurement team to ensure your team is keeping abreast of and adhering to the procurement procedures and requirements
Prepare an asset maintenance strategy, contribute to corporate policy writing, and develop systems in the team to improve process and procedures
Work closely with our asset management team responsible for our leased estate, particularly when agreeing maintenance lease terms and most recently on obligations to meet the MEES regulations
Work with our facilities management and engineering teams to ensure smooth crossover of work
Assist the Executive Head of Assets and Property to manage duties within the wider service such as developing team procedures, FOIs, Health and Safety Part II documents, business continuity plan; covering for meetings and responding to enquiries when the Executive Head is away

At a minimum, you will be able to demonstrate:
- Education to degree level in construction related subject
- Professional member of the RICS (MRICS/FRICS) or equivalent
- Proven experience in building surveying across a large property portfolio
- Experience in overseeing major and minor capital works programme
- Dealing with planned maintenance programmes and responsive maintenance
- Experience of leading or managing a team
- Strong leadership skills
- Strong project management skills
- Experience in producing and implementing policies and strategies
- Proven responsibility for overseeing budgets and expenditure
- Proven experience in being able to produce reports and present clear information to others verbally and in writing
- Excellent people skills and confidence in dealing with people at all levels
- Highly organised with the ability to work effectively under pressure, prioritise and meet deadlines
- Proven experience in driving quality services and improving desired results
- Experience of working collaboratively with internal and external clients
- Skills in programme delivery and strategic planning in relation to property
- C.D.M. Health and safety knowledge and experience
- Fire safety and asbestos awareness training
- IOSH Management Safely training (Desirable)
