Community Infrastructure Levy (CIL) Officer

Contract type: Permanent – Full or part time

Waverley Borough is located in the Southwest corner of Surrey and has a population of 128,200 (2021 census).  It  contains four principal urban settlements Cranleigh, Farnham, Godalming and Haslemere with villages in between and has a buoyant economy.  There is a high demand for housing with new housing development that needs to be supported by additional infrastructure. This is in part  delivered through CIL.

The Council has embarked on delivering a New Local Plan.  The CIL Officer will provide an important role in ensuring that CIL is collected, and infrastructure is delivered both locally through Neighbourhood CIL and strategically.  Waverley operates an annual Strategic CIL Bidding process where infrastructure providers can submit their bid for a proportion of the strategic CIL collected.  If successful, the CIL monies will be used to deliver additional infrastructure that will  benefit residents and the wider community. 

We are looking for someone with a Planning degree or significant knowledge of the  planning obligations process to join us as our CIL officer.  Previous experience of the CIL process would be useful but more important is the ability to manage the computerised calculation of CIL, ensure the collection and spending of contributions from the levy and resolve any disputes.

You will have good communication and organisational skills and will become the key contact for CIL, to internal and external enquiries on CIL, including from: elected Members, parish and town councils, the local community and developers and/or their agents.

This role can be either hybrid (combination of home and office working) or home-based with the occasional requirement to attend the office and site visits.  This can be discussed at interview.
