The Integrated Transport Unit delivers transport services for home to school transport and Adult Care Services ensuring passengers have access to high quality and efficient journeys.

Job Duties:

The postholder is responsible for driver coordination between commissioned and voluntary older people day services and Dial-a-Ride, relating to tasks, issues and problems concerning the smooth and efficient use of the fleet throughout the county.

The team also works closely with adapting transport as needed, the officers investigate any reports of problems on transport and then report to the manager for a decision to be made where there is a cost implication.

Challenges and opportunities:

  • To act as a focal point for day services and transport staff within a defined area of the county ensuring the smooth operation of the in-house fleet’s transport arrangements
  • To collect and analyse transport information for routine and one-off journeys in order to develop and implement recording systems to ensure effective monitoring of the fleet in relation to vulnerable service users needs
  • To manage, monitor and identify changes to routing as appropriate
  • To provide ‘out of hours’ cover at weekends and bank holidays per rota
  • Responding to correspondence regarding transport issues, for example regarding how service users meet transport eligibility criteria
  • Responsible for authorising and inputting additional overtime on HCC computer system
  • Ensuring transport arrangements offer the best value to the county council
  • Ensuring deadlines are met, standards achieved and consistency of practice countywide
  • Liaising with commissioned and voluntary day services as well as carers and social workers in Adult Care Services to ensure standards are met and policy implemented accurately and consistently

Supervising and performance managing Driver/Attendants:

  • To directly line manage up to 30 operational staff on a daily basis, including overseeing driver cover for absences and regular team meetings with transport staff
  • Responsible for recruitment, appointment and completion of probation periods for transport staff
  • Training and mentoring new and temporary staff throughout the year with responsibility for ensuring knowledge and confidence to provide a high standard of driving and care whilst transporting service users to day services
  • Undertaking the formal performance management process including setting objectives and providing a year end assessment and performance grade

Technical, Skills & Qualifications needed for the role:

  • Excellent communication skills to deal with a wide range of customers and service users; writing and oral skills
  • Knowledge and experience of vehicle routing and scheduling together with a broad knowledge of transport legislation
  • Experience of collating and interpreting data
  • Use information to identify transport requirements for passengers with special needs
  • Ability to work in a team as well as independently
  • Good awareness of or willingness to learn HCC policies and procedures
  • Computer literate
  • Good time management and organisational skills
  • Driving licence desirable as post is required to carry out spot checks/meetings at locations within the county

The Transport Co-ordinator will be an integral part of Fleet Operations within the Integrated Transport Unit, and which will contribute to creating a cleaner, greener and more sustainable Hertfordshire. We are looking for a confident individual, capable of using their initiative to work effectively in some complex and challenging situations.
