Head of Financial Strategy and Business Development

We are seeking an exceptional individual to join us as Head of Financial Strategy and Business Development. This role is an exciting opportunity to be part of developing a new team at a challenging time for Thurrock Council. Salary: £71,193 to £82,275 per annum (pro rata – only if part time)

Thurrock Council’s Finance team is undergoing a huge transformation and is looking for new team members to be key players in its change and improvement journey. The Council has faced unprecedented challenges in recent times but has now developed a recovery and improvement plan which along with the commitment and hard work of officers and members is beginning to make a positive impact. The team will be working alongside DLUHC appointed Commissioners to deliver the improvements required. It will be challenging but you will have the unique opportunity to be part of a team that will help re-build the Council and its finances.

The Corporate and Strategic Finance team are crucial to helping the council deliver on its new plans for the future. Whilst we recognise there is still a lot to be done to re-establish itself with its members, the community, and other stakeholders this is an exciting time to join our team and play your part in a team whose aspiration is to have a truly positive and transformational impact on the future of the Council and the community. What you will be doing:

  • Develop the Departmental business plan and service plan for the Commercial team ensuring integration with corporate priorities and support the business planning across the directorate working collaborative with colleagues to provide effective and responsive services focussed on delivery.
  • Lead, manage and be accountable for the provision of business development and commercial projects, development of strategy and smooth running of the Finance Directorate ensuring that it continually meets the expectations and requirements of the business.
  • Developing creative and innovative strategic policy solutions and guidance to DMT, SLT, Finance Board, Councillors, officers and other stakeholders on wide-ranging finance-related matters 
  • Work with the senior team and oversee transformation work within the Finance Directorate to ensure the systems and structures are in place to deliver the growth agenda and that the services provided are of the highest quality for our residents, learning and improving based on the monitoring the performance of those services. 
  • Carry out internal service reviews to improve value for money, efficiency and ensure the service is at the leading edge of service delivery and development and deliver an efficiency savings target for their service to be determined by the Chief Finance Officers’ Management team annually. 
  • Be an effective lead on any allocated finance improvement projects, as appropriate.
  • Assess the implications of all emerging and potential issues / new policies and ensure the Chief Finance Officer is promptly and fully briefed.

What you’ll have:

  • Full CCAB or equivalent commercial qualification 
  • Demonstrable commitment to continuous professional development.
  • Substantial experience of accounting and commercial activity in a local authority or similar organisation.
  • Experience of managing staff and operating at a senior management level within a large organisation.
  • Experience of leading a team of professional staff
