Sector-Led improvement has been given greater prominence over the last couple of years, with three regions piloting approaches co-ordinated by the ADCS in 2017/18, and more recently Regional Improvement Alliances attracting financial support from the DfE in 2018. In London, the ALDCS (Association of London Directors of Children’s Services) began discussing their own sector-led improvement initiative in 2017. ALDCS have subsequently agreed a common data set and shared this across London.
There is recognition that we require dedicated resources in order to sustain the positive work achieved as a region in 2018. A data analyst resource is required to progress the quarterly data work and develop a sharper understanding of what the data tells us.
Waltham Forest Council, London Borough of Culture 2019, has been asked to host this exciting opportunity in the Business Intelligence team. The team deliver high-quality business intelligence, supporting decision-making and service improvement across the Council and recently hosted the Data to Intelligence project that developed the ChAT, now used in all the LAs in England and recognised by the Alan Turing institute as a good example of setting data out in a clean and easily understood way.
Working within the Families Performance & Information section of the team, the post-holder will have a crucial role in developing and delivering the data part of the sector-led improvement work in the London Regional Improvement Alliance, delivering high quality data and analysis in a highly visual and easily understood format to help in both improving performance and in reducing the variation of costs across London.
The post-holder will work closely with all London data managers and deliver:
- Quarterly & Annual data, performance information & analysis to support the SLI work
- Look at how we adopt the CHAT approach London-wide. This would support peer-challenge, self-assessment activity and enable monitoring for signatures of risk etc.
- Undertake one deep dive analysis, working with the project manager and lead DCS’ for each of the five regions, each year; to support specific regional and/or London-wide initiatives/ data analysis requirements.
- Link with existing groups looking at data; London Information Exchange Group (LIEG), London Councils, Local Government Association (LGA), Office of the Children’s Commissioner, DfE and others as relevant to support sector-level data developments (workload permitting).
Excellent knowledge of Data tools for both extracting & manipulating data is vital for this work. Experience of working with local authority children’s services and relevant case management systems and databases is highly desirable. Demonstrably sophisticated intelligence analysis skills & experience, an excellent ability to communicate, high personal standards and exceptional graphical & visualisation skills will be essential to the success of this role, as will the ability to form strong working relationships with colleagues internally and across partner organisations.
