The Efficiency, Resourcing and Recruitment Team at Halton Borough Council is seeking to recruit a suitably experienced individual with a professional outlook, to join them in what is a newly established role.
As an experienced Team Leader or Supervisor you will support the Service Manager in the delivery of an effective and efficient recruitment and resourcing service through the monitoring, supervision and support of a team of Recruitment and Resourcing Officers. You will also provide support for the responsibilities carried out by the Senior Resourcing Officer.
The team is responsible for the delivery of recruitment and resourcing solutions across Council services and schools, as well as monitoring and providing day to day support on the Council’s Agency Worker contract.
You will be qualified to CIPD level 5 or above, or be able to evidence an equivalent level of experience, and will have extensive knowledge of employment legislation, applicable to recruitment, selection and issuing of employment contracts, in a multi-functional organisation.
With experience of using applicant tracking systems, or other similar recruitment tools, you will be responsible for ensuring recruitment activity is monitored against internal targets and will be able to evidence experience of consistently meeting milestones/targets over a long term project.
In ensuring the Council is making the best use of its resources you will have the ability to analyse, interpret and make recommendations in relation to complex sets of resourcing data and will work with service management, where necessary, to implement improvements.
You will also provide support in controlling, updating and maintaining the Council’s staffing/casual establishment in the integrated HR/Pay system, ensuring that the system reflects all changes to structures / posts across all services. You will therefore be able to carry out work in a logical sequence and operate a variety of administrative systems and processes with accuracy.
In addition, you will support the operation of the third-party Agency Worker acquisition system, ensuring services are able to access agency workers in line with agreed procedure where these are deemed to be the most appropriate resourcing option.
