We’re seeking a knowledgeable and engaging Strategic Contract and Procurement Manager to lead, shape and steer the delivery across all three directorates of the contract management process. You will bring commercial acumen and market knowledge to focus on achieving outcomes for our residents, while maximising the delivery of savings and operational efficiencies from contracts and strategic suppliers.
You will lead on the organisation’s Social Value Framework, ensuring that it is fully embedded within Camden and all the organisations we contract with – this is something we are fully committed to as an organisation, being one of the first Councils to pledge paying London Living Wage on our all contracts, as well as adopting the Ethical Care Charter. You will manage contracts and relationships with strategic suppliers to the Council. The post-holder will take projects from initiation through to contract implementation and lifecycle, with responsibility for maximising savings and efficiencies from goods and services while ensuring appropriate levels of quality. You will act as an expert advisor, challenging where appropriate to ensure all procurement processes stand up to scrutiny and are fair.
Working closely with service leads from across the Council the post holder will provide a professional, ‘value adding’, procurement service. This will include the development of appropriate procurement approach options and challenge for commissioners to deliver required service objectives, innovation and value for money. The post holder will be responsible for the production of high quality procurement documentation and robust and transparent management of all stages of the procurement and governance processes.
You will hold a MCIPS certification or equivalent experience working within a professional, commercial procurement environment ideally in public sector procurement projects and delivering significant savings against demanding timescales. Your background should demonstrate responsibility for leading, managing and developing staff with a forward thinking approach applying creativity and innovation along with technical knowledge and experience across all directorates.
With a proven track record in stakeholder management, you will also possess strong verbal and communication skills including formal report writing – working effectively with a range of professionals.
To succeed, you will bring experience of managing risk in a commercial/ political environment with the ability to analyse and report on data relating to the category.
