Continuous Improvement Manager

The Continuous Improvement Team is at the forefront of change in Newham. In the face of reduced government funding, the London Borough of Newham is not reducing its ambition for its residents. Our projects include:

  • Newham Change Portfolio – transforming the way we work;
  • Supporting large and complex commercial projects - unlocking value of existing assets and finding new investments to deliver social and financial returns to the Council; and
  • Advising existing services on how to be more commercial – this doesn’t necessarily mean increasing prices but being innovative in our thinking.

Continuous Improvement Manager - 1 Permanent position and 1 Fixed Term for 18 months

£47,511 -  £50,448 pa

The post will offer the opportunity to be an integral and key part the council’s ongoing transformation.

The Continuous Improvement Programme is aiming to improve the efficiency and effectiveness of the Council by putting residents at the heart of everything we do.

  • Becoming more efficient means improving the processes and systems used by the Council to perform and deliver the services that residents want.
  • Being more effective means changing the operating model used by the Council to support the drive to greater efficiency.
  • Engaging with the residents means designing our processes in ways which meet the residents’ needs.

As a Continuous Improvement Manager you will be required to lead work streams across a variety of key projects.

Key Responsibilities

  • Dealing with Directors and Executive Level stakeholders,
  • Deliver with excellent project management skills and a relentless focus on achieving results,
  • Build consensus across the Council,
  • Find innovative ways to deliver commercial ideas in the public sector,
  • Identify new efficiencies and improvement opportunities,
  • Understand financial information and propose opportunities for more efficient and effective working,
  • Promote a data driven and evidence based approach to recommendations and decision making,
  • Design, automate, and reengineer important processes,
  • Work with a range of services and advisors, to challenge and manage them to get the best result for Newham, and
  • Steer projects through the Council’s internal governance processes.


We’re seeking people who are passionate about what they do and keen to work with public services to improve people’s lives and who understand the broader political and policy context in which public services work.

Ultimately, we want quick learners, who can think ahead and take responsibility for their tasks.

Key Requirements

To be considered for this role it is essential you have:

  • Experience at management level on business analysis, change, project management and transformation
  • Experience in delivering continuous improvement at a strategic level
  • Excellent stakeholder management skills and proven experience of working in cross-functional environments
  • A collaborative approach
  • The ability to be flexible and adaptable
  • Good communication skills
