About the role

We have high ambitions here at Surrey County Council – our aim is to be recognised, simply, as outstanding and we are in the midst of organisation wide transformation that will help us get there. The challenge is huge, the opportunities even greater.

We have completely re-designed and re-focused our HR&OD function, with a strong focus on modernising our organisation, culture and workforce – where individuals thrive and are able to perform at their very best. You will be encouraged to think differently, share your experience and create solutions that truly deliver change.

If the idea of being part of a team which is committed to making a real impact to public service, and to the lives of the residents of Surrey, then this opportunity is for you!

A key member of the Organisational Effectiveness & Development team and wider HROD function, you will play a critical role in leading the performance consultancy and business design and change teams to develop holistic and effective interventions that raise employee engagement and performance.

With a business focussed mindset, you will lead the performance consultancy team to effectively partner with the organisation to define current and future capability needs to shape a learning strategy that truly drives increased organisational performance. With a focus on supporting transformation, you will create innovative approaches to learning that maximise learner engagement, learning transfer and impact.

You will also support the business design and change consultants to work collaboratively with colleagues across the organisation on the "human" elements of key strategic change programmes to effectively manage change that gets to the heart of challenges and transforms the way we work.

Educated to degree level in a related subject, or equivalent experience, you will have extensive knowledge and expertise in OD theories, change management and L&D approaches.

Highly credible, you naturally build relationships with a genuine desire to "get under the skin" of the business. You are a confident and creative problem solver, experienced in designing and implementing innovative learning and organisational development interventions.

You will have experience of leading and developing high performing teams to maximise collective impact; inspiring, motivating and coaching people to think differently and focus on best fit solutions.
