This is an exciting opportunity to join a shared procurement service which provides specialist procurement advice and support to Crawley Borough Council, Horsham District Council and Mid Sussex District Council. Our team has a track record of implementing successful contracts in a wide range of category areas offering value for money outcomes and transforming the way services are delivered. We are currently expanding the shared service and therefore looking for an experienced individual to join the team in the role of Procurement Officer.

This is an interesting and varied role with scope to build experience across a broad range of areas, which includes Professional Services, Construction & Regeneration, Facilities Management, Waste, Community & Culture, Corporate Resources, IT and Fleet. We are looking for an enthusiastic, flexible individual who thrives on challenge, has a strong desire to continually improve practice, and who can deliver an excellent customer focused service. There will be opportunities to further your career through training and development.

A key part of the role will be to take forward a variety of procurement projects from OJEU tenders to undertaking mini competitions through framework agreements. Therefore you’ll need to have demonstrable experience of developing comprehensive tender documentation, be an innovative clear thinker, with the ability to work with a team to deliver a project on time. Working with, and advising, senior officers and Directors will be a key part of the role so you’ll need excellent inter-personal and influencing skills. You will need to build strong and positive relationships and champion a best practice culture with stakeholders that ensures savings are made through innovative procurement and contract management.

You will be involved in developing best practice procurement policies and guidance, undertaking market and supplier analysis to inform procurement activity, and delivering training across the Councils so an eye for detail and the ability to undertake research and analysis is essential.

It is vital that you are a team player and happy to help and support others. This is a busy service with often changing priorities, so you will need to be well organised, resilient and adaptable.

Previous knowledge and experience of procurement and the ability to develop positive relationships and well written documentation is essential. This is a career graded post and whilst an awareness of public sector procurement and working towards a CIPS qualification (or similar) is desirable, we are happy to consider candidates who have not yet qualified.

The main office location will be Crawley Borough Council’, however, you will be situated between all of the shared service locations (which currently includes Horsham and Haywards Heath) depending on the projects that you are assigned too, and team needs. Mileage (or public transport) can be claimed for travel between the sites. The Council is happy to consider part-time hours for the right candidate (no less than 28 hours per week).
