Job summary
The DBS is seeking a Commercial Performance and Information Manager to support the organisations commercial requirements across a range of categories.
As a member of the Finance and Corporate Commercial team, the post holder will work collaboratively with commercial colleagues and wider stakeholders to support the effective delivery of commercial activity. The role will contribute to delivering commercial excellence by supporting the use of commercial systems and management information to improve process efficiency, strengthen controls, ensure compliance, and enable effective decision‑making.
The post holder will make effective use of commercial systems and data to support performance reporting, information management, and transparency. They will assist in maintaining and developing accurate and reliable commercial information, producing management information and dashboards, and supporting insight that informs commercial planning, strategy development, and assurance activities.
You will contribute to ensuring that all commercial activity is delivered in line with public accountability expectations, procurement regulations (including the Public Contracts Regulations 2015 and, where applicable, the Procurement Act 2023), government policy, and relevant professional standards.
The role forms part of the wider Home Office Commercial community, and the post holder will be expected to build effective working relationships with colleagues across the Home Office and, where appropriate, the Cabinet Office. This will support compliance, continuous improvement, and the maintenance of DBS’s strong commercial reputation
While working as part of a wider team, the post holder will be expected to work independently to prioritise and manage their own workload, deliver to deadlines, and respond flexibly to changing operational demands.
Job description
As a Commercial Performance and Information Manager you will support the organisation in reducing unnecessary spend and deliver Value for Money through commercial activities. You will liaise at appropriate levels across the organisation to offer advice to assist in managing commercial activity. Your responsibilities will include:
- Provide commercial support to senior commercial colleagues across new procurement activity, contract management, and supplier management, ensuring compliance with DBS, Home Office and Cabinet Office commercial policies, procurement regulations, and procurement law.
- Contribute to the end‑to‑end procurement lifecycle for goods and services, supporting the development of requirements, options analysis, routes to market, and the management of risk, benefits, and Social Value, ensuring contracts are delivered to agreed cost, quality, and performance standards.
- Support the Commercial Specialist to maintain clear and robust audit trails for each requirement, embracing continuous improvement and adapting to new ways of working, including the automation of request and approval processes.
- Contribute to business‑as‑usual commercial activity, including system administration, query resolution, purchase order management, reporting requirements, contract handover, and support for business continuity planning.
- Support the effective operation and ongoing improvement of commercial systems and digital capabilities, ensuring they are functional, aligned with best practice, meet user needs, and enable robust controls and compliance.
- Coordinate systems, reporting, and data activity to translate business requirements into practical solutions within agreed timelines, working with digital and system partners to deliver efficiencies and commercial value.
- Collect, collate, cleanse, analyse, and interpret commercial data to produce meaningful and actionable insights, contributing to a range of management reports and responses to information requests, including for senior stakeholders.
- Act as a point of contact for internal stakeholders and external suppliers, building effective relationships to ensure requirements remain on track, risks are identified early, and mitigations are agreed.
- Support senior colleagues (G6, G7, SEO) in developing commercial approaches where required, identifying opportunities to maximise value, reduce risk, and aggregate demand, including opportunities to collaborate with other government departments.
- Support the commercial management of suppliers and new contracts and assist with effective handover to contract managers.
- Monitor and help mitigate commercial and contractual risk to reduce the likelihood of service failure or reputational damage.
- Support senior colleagues in raising awareness and understanding of commercial policy across business areas, maintaining awareness of developments in procurement policy and relevant commercial case law.
- Research, encourage, and apply new ideas and ways of working, including reviewing existing and future contracts to promote best practice, value for money, and alignment with organisational priorities.

Essential Criteria
- Excellent organisational skills to manage competing priorities and deadlines.
- Resilience when working under pressure and proven ability of working within a team environment to deliver successful outcomes at pace and within a changing environment.
- Strong written and verbal communication skills.
- Experience of delivering against multiple priorities and meeting deadlines.
- Experience of working in a focussed manner, managing competing priorities and stakeholders
- Has technical experience in developing, designing and implementing new systems
- Has experience in data management and analysis
- Willingness to study towards CIPS (Chartered Institute of Procurement & Supply) level 4 qualification (or equivalent)
Desirable Criteria
- Knowledge of MS Office based products specifically Excel, Outlook and SharePoint, whilst also demonstrating skills in utilising digital tools to support delivery of wider objectives.
- Understanding of working with CCS frameworks and associated development of Schedules, Statement of Works, Statement of Requirements, Milestones.
- Previous experience in a commercial or contract/supplier management role.
- You work well as part of a team and strive to ensure the team pulls together and is effective.
- Experience of building relationships with customers, suppliers and internal stakeholders.
- Exposure to commercial activities, either through working in a commercial team or supplier management or strong transferrable stakeholder management skills.
- Willingness to progress towards CIPS Level 5 (or equivalent).
- Awareness of the Gov.uk Sourcing Playbook, the Contract Management Professional Standards and all associated policies and the obligation on DBS Commercial to support DBS in achieving compliance with all governance.
- You will have completed (or be willing to complete) “foundation” level in the Contract Management Capability Programme and will be working through Transforming Public Procurement training to ensure we are compliant with The Procurement Act 2023.
