Our Administration Officers play a critical role, providing excellent administrative support to service users, judiciary and management.

About us

HM Courts & Tribunals Service (HMCTS) is an agency of the Ministry of Justice and is responsible for the administration of criminal, civil and family Courts and Tribunals in England and Wales. Our roles support our service users and colleagues within HMCTS, where people and businesses access potentially life-changing justice.

The First-tier Tribunal (Property Chamber) deals with applications, appeals and references relating to disputes over property and land. The Chamber consists of three divisions:

  • Residential Property – covers disputes that include rent increases for ‘fair’ or ‘market’ rates, leasehold disputes amongst many other matters.
  • Land Registration – covers disputes that include a change to the land register and applications to correct or cancel certain documents relating to registered land.
  • Agricultural Land & Drainage – covers disputes that include certain farming tenancies and applications in respect of certain drainage disputes between neighbours.

The Property Chamber operates across five regional centres – Birmingham, Cambridge, Havant, London and Manchester – with a dedicated team of over 100 staff. Each location handles Residential Property cases while London also manages Land Registration matters, and Manchester oversees Agricultural Land and Drainage. We are now preparing to open a new office in Leicester, expanding our capacity in response to coming legislative changes and rising demand.

We are preparing for the implementation of the Leasehold and Freehold Reform Act 2024 and the Renters’ Rights Bill, which is currently progressing towards Royal Assent. These reforms will reshape the housing and property landscape, bringing new challenges and opportunities to the work that we do.

Your role

Our Chamber’s role is diverse and engaging, reflecting the wide range of our service users. Our teams liaise with landlords, tenants, freeholders, leaseholders, park home residents, and site owners.

You will be handling a variety of appeals, including those against financial penalties imposed by local authorities, disputes over rent increases, leasehold issues, park homes, improvement notices, prohibition orders, licences for houses in multiple occupation, the right to buy your council home, changes to the land register, and matters involving agricultural tenants and landlords. Your role will be crucial in ensuring fair and just outcomes for all parties involved.

Applications can come under the Electronic Communications Code and the Building Safely Act and can also involve corrections or cancellation of certain documents relating to registered land, drainage disputes between neighbours, and permitting valuation officers to enter premises to carry out certain valuations.

Your day-to-day duties will be diverse and dynamic, including but not limited to:

  • Processing receipt of new appeals and applications, ensuring receipt of correct fee when appropriate.
  • Managing a group of allocated cases from start to finish.
  • Maintaining the team email inbox & digital case management system.
  • Building digital case files and court bundles.
  • Seeking advice and instructions from the Chamber’s judiciary and issuing judicial directions.
  • Liaising with parties, judiciary and HMCTS colleagues to set dates and list hearings for appeals/applications.
  • Clerking tribunal hearings remotely by video hearing platform, and in person at HMCTS court and tribunal venues.
  • Publishing judicial decisions.
  • Handling incoming telephone calls from tribunal users and responding to queries received via email.

Your skills and experience

With a friendly and approachable manner, you’ll have good written and verbal communication skills with a desire to deliver proactive and effective support to our customers. Being able to empathise with our customers and explain information clearly so they feel reassured and know what they need to do.

You’ll have great attention to detail, being proficient in using IT and able to adapt to using various software packages, to review documents and enter information into our database accurately and efficiently. You’ll enjoy organising your time, being flexible and adaptive to support business needs, prioritising efficiently and multi-tasking in a busy environment.
