At Adur & Worthing Councils, we are embarking on a vital transformation journey. Following a comprehensive redesign of Adur Homes, we are transforming our housing operations to support our 2,500 residents. With a formal regulatory inspection on the horizon within this financial year, we are investing in our frontline technical team. We are looking for a driven, technically adept Project Officer to lead the delivery of essential building services. The Role

Supporting the Operational Delivery Manager, you will act as a key technical resource providing high-quality building services across our housing stock. You will take personal ownership of a wide range of property improvement and repair projects from initial feasibility and specification writing right through to site supervision and final sign-off.

This is a proactive, surveying and site management role where you will:

  • Deliver a varied portfolio of major repairs, void property works, disrepair claim resolutions, and critical damp and mould remedial schemes.

  • Conduct thorough diagnostic inspections to determine building defects, prepare precise technical specifications, and raise accurate works orders.

  • Directly oversee external contractors and internal resources on-site, auditing workmanship, performance, and materials to ensure best value and exceptional quality.

  • Guarantee strict adherence to the Council’s Contract Procedure Rules, financial regulations, CDM Regulations (2015), and Asbestos Policies. Work closely with our residents, communicating complex technical plans and schedules clearly to non-technical audiences, and addressing their needs with sensitivity and professionalism.

About You

We need highly motivated, adaptable professionals who combine technical building expertise with a customer-focused approach. To excel in this role, you must bring:

  • An HNC/HND level qualification in a building or construction-related discipline, or equivalent substantial practical construction/surveying experience. A BSc in Building Surveying (or working towards it) is highly desirable.

  • Comprehensive professional, technical, and practical experience working as a building/maintenance surveyor or project officer. You must have a proven track record of managing contractors and delivering major repairs or damp and mould remediation works from inception to completion.

  • Excellent diagnostic skills in relation to building defects, dampness investigations, and compiling recommendations under HHSRS guidelines.

  • A solid understanding of building regulations, codes of practice, CDM Regulations (2015), the Control of Asbestos Regulations 2012, and Section 20 consultation processes.

  • Excellent communication skills to work collaboratively within a team and build solution-focused, empathetic relationships with our residents.

  • A valid driving licence and access to a vehicle for business use to travel across the Adur and Worthing Districts, alongside a willingness to participate in our operational duty rotas.
