About the role
We are seeking an Application Analyst to strengthen our ICT service and help deliver data‑driven improvements across the Council. You will lead on advanced data analysis and dashboard development (e.g., KPIs and insight reporting), support and enhance business‑critical applications, and ensure robust integrations between third‑party solutions and existing workflows. The role balances application support with business analysis, automation, and continuous service optimisation.
You will collaborate with stakeholders to define system goals and requirements, contribute to user acceptance testing, maintain high availability for core applications, and act as a positive ambassador for change across the Council
Key responsibilities
- Extract, interpret, and visualise organisational data to identify trends and actionable insights; build dashboards and reports.
- Partner with business liaisons and technical teams to define requirements, create specifications, and model processes (e.g., UML, ER diagrams).
- Support integrations and automation to improve deployment and support cycle times; assist with performance tuning of logic and queries.
- Maintain high availability/resilience of core applications; record and resolve support calls to target service levels.
- Lead and participate in UAT for systems, reports, and dashboards; establish and uphold standards, processes, and procedures.
What we’re looking for (Essential)
- Proven experience supporting and maintaining business‑critical applications; strong grasp of application lifecycle and change management.
- Hands‑on SQL skills for data extraction, performance optimisation, and reporting; familiarity with data validation and quality assurance.
- Data analytics and dashboard creation (e.g., Power BI, SSRS).
- Technical proficiency across: PHP (Symfony), C# .NET, Blazor; SOAP & REST APIs; JSON and XML; HTML5, CSS, JavaScript.
- Ability to translate business needs into technical solutions; excellent written and verbal communication with technical and non‑technical stakeholders.
- Highly organised, proactive, and collaborative, with strong analytical capability.
Desirable
- Degree in Computer Science, Information Systems, Data Analytics (or related discipline); ITIL Foundation certification.
- Experience with system integrations/APIs, Agile methodologies, scripting (e.g., PowerShell), cloud/SaaS, and local government environments.
- Awareness of data governance and GDPR.

Salary range
- £41,766 - £52,509 per year
