For many years the DIO has been contributing to the successful delivery of construction work undertaken in the UK on behalf of the United States Visiting Forces (USVF). Our aim is to provide a consistent and high-quality service across the breadth of the construction field on schedule and within budget in a safe and responsible manner.

The Area Project Manager leads a mixed team of delivery professionals consisting of Civil Service staff and Consultants. They provide advice and direction to their team and liaise between UK and US stakeholders to ensure the effective delivery of a challenging and exciting portfolio of high value, high profile construction projects.

Job description

DIO's MPP USVF team act as the delivery agent for a diverse £3.2bn design and construction portfolio on USVF bases within the UK. The Area Project Manager would head up a team based at RAF Lakenheath in delivering construction projects in support of US forces operating from the UK. The sub-programme that this role will be responsible for a variety of projects, including medical facilities.

The duties of this post will also include the provision of advice and liaison support. The post holder will engage with the relevant governing bodies, a multitude of partners to successfully achieve compliant, safe and serviceable facilities. Additionally, the area manager will engage with their US counterpart to progress the delivery of these works within the time, cost and quality envelope. They will be responsible for a team of project managers, assistant project managers and project support officer who will be the front line leads for the projects, ensuring they are supported to deliver.

They are the primary MPP USVF representative on site for these works and will provide an escalation point for any project or sub-programme concerns working alongside three other peers responsible for their own comparable sub-programmes of work on a very busy US base.

Person specification

An experienced construction infrastructure delivery individual, we will ask you to:

  • Lead your Civil Servant, Consultant and Contractor resources to meet the delivery need. Providing technical and pastoral support to maintain an effective delivery team.
  • Liaise with USVF partners to ensure projects outcomes are agreed and delivered, changes communicated and the relationship maintained.
  • Lead the contract management of project delivery through your teams, and the application of appropriate contract mechanisms in consultation with DIO Commercial personnel.
  • Use your subject matter expert knowledge and experience to mitigate against issues emerging and causing delay to delivery or cost increase.
  • Establish, facilitate, and chair project delivery forums as part of a robust reporting framework.
  • Ensure financial accounting, in accordance with MPP direction for all projects, with forecast reporting and accrual data in order to remain within approved budgetary approvals.
  • Provide presentations, and briefings regarding project delivery management processes and updates to Senior Leaders where required; highlighting issues and potential impacts while providing mitigation strategies.

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance.
