Job summary

The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs around 12,000 MOD Civil Servants located at over 300 locations. Job description

As a Delivery Manager within the Army Software House (ASH), you will be at the forefront of delivering innovative software solutions that directly support the Army’s ambitious modernisation and transformation agenda. This is a unique opportunity to contribute to a high-impact programme that underpins the Army’s commitment to tripling its operational lethality by the end of the decade through cutting-edge technology and digital innovation.

ASH, as a key component of the Digital Operations pillar within the Directorate of Digital, Security and Intelligence at Army Headquarters Andover, is responsible for designing, developing, and supporting bespoke applications and services that enable the Army’s digital capabilities. These include critical platforms which enable data-driven decision-making and operational excellence.

In this role, you will lead technical teams responsible for delivering software applications and digital services that align with the Army’s strategic objectives. You will collaborate closely with senior leaders across Army Headquarters and the Ministry of Defence to ensure the delivery of value-for-money, mission-critical solutions. Your leadership will be essential in managing high-risk projects, overseeing the software development lifecycle, and driving digital transformation in accordance with Defence technology and governance frameworks.

Key responsibilities:

  • Lead Agile delivery teams through the discovery, development, and deployment of new digital solutions, as well as support incident management and sustainment of existing services.
  • Manage and motivate poly-skilled, self-organising Scrum teams, facilitating best practices, backlog prioritisation, and removal of delivery roadblocks.
  • Manage supplier relationships and contracts to ensure delivery aligns with agreed standards, budgets, and timelines.
  • Engage with senior stakeholders across Army Headquarters and the Ministry of Defence to ensure delivery aligns with strategic priorities and Defence governance frameworks.
  • Drive continuous improvement in delivery processes and internal working practices to enhance efficiency and maximise output.
  • Provide subject matter expertise on technology use to meet business needs and advise on acquisition of information communication services.
  • Undertake scoping of new requirements, making recommendations on delivery approaches, and ensure requirements are refined for development and testing.
  • Lead reporting on project progress, including cross-team dependencies and risks, to wider teams and stakeholders.
  • Facilitate collaboration across multi-disciplinary teams and external partners to ensure seamless delivery and integration of digital solutions.

Person specification

Essential skills required:
  • Enthusiastic and adaptable who can thrive under pressure and coordinate a diverse range of activities.
  • Proven experience in delivery management within digital or IT environments, ideally using Agile methodologies.
  • Knowledge of IT governance frameworks and IT Service Management principles, including ITIL.
  • Experience in supplier and contract management.
  • Strong leadership skills.
  • Excellent stakeholder engagement and communication skills, both written and verbal.
  • Experience managing projects with complex technical and financial elements, ensuring value-for-money delivery.
  • Be comfortable challenging established norms and processes, with the flexibility to respond to shifting priorities.

  • Strong problem-solving skills with a strategic mindset.

Desirable skills:

  • A good working knowledge of technology concepts, IT governance, and IT Service Operations/Management is highly desirable.
  • Delivery Manager or Scrum Master certification.
  • ITIL v4 Foundation Certification.
  • Experience or knowledge of Cloud and DevOps platforms, technologies, services, and practices.
  • Knowledge of DevSecOps practices and hybrid cloud hosting environments.
  • Familiarity with Defence or public sector digital environments.
  • Ability to motivate and manage multi-disciplinary teams.
