Job Description

Overview

The London Borough of Harrow is seeking to appoint an Asbestos and Health & Safety Lead to take strategic and operational responsibility for asbestos management and health and safety compliance across its housing portfolio, including council homes and communal areas. This pivotal role is central to ensuring that residents are provided with safe, high-quality living environments, while the Council consistently meets its statutory and regulatory obligations.

The postholder will lead on the development, implementation and continuous improvement of asbestos management frameworks and wider health and safety systems, providing expert guidance across services. Working closely with internal teams and external contractors, the role will oversee the delivery of works to ensure compliance with relevant legislation, standards and best practice. The successful candidate will be responsible for providing professional advice, driving performance, and embedding a strong culture of safety, accountability and compliance throughout housing operations.


About You

The successful candidate will have:

  • Experience of managing asbestos in social housing.
  • Strong knowledge of relevant legislation including Control of Asbestos Regulations 2012, HSAWA 1974, CDM Regulations, and sector guidance.
  • Proven track record of managing health and safety functions within a large or complex organisation.
  • Experience managing contractors and delivering compliance programmes.
  • Highly organised with strong attention to detail.
  • Strong analytical and communication skills.
  • Experience with compliance management systems
  • Strong commitment to resident engagement and satisfaction
