About the Role

An exciting opportunity has arisen for a Technical Programme Manager to join the Asset Investment team here at Liverpool City Region Combined Authority. This team plays a crucial role in maintaining the infrastructure assets across the Liverpool City Region Combined Authority estate - helping to keep the region connected by ensuring businesses, residents, and visitors can move safely and efficiently throughout the area.

The LCRCA estate includes some of the region’s most iconic assets, such as the Mersey Tunnels, the world-famous Mersey Ferries terminals, bus stations, office buildings, and some key rail infrastructure. The Asset Investment team are proud to build on the original ingenuity and innovation of this infrastructure by preserving its historic significance while integrating modern technologies to ensure it meets the needs of a contemporary, connected society.

A Technical Programme Manager (TPgM) within the Asset Investment Department plays a strategic and operational role, overseeing the delivery of complex technical programmes related to public infrastructure, land, buildings, and other assets. The role bridges technical, managerial, and policy domains, aligning asset management initiatives with regional goals like sustainability, regeneration, and service delivery improvement.

About the person

The ideal candidate will have extensive technical experience commensurate with the grade, programme managing engineering and construction projects and having the ability to be agile. Experience of managing technical staff and motivating them to deliver high value and complex projects is essential to the role.

Candidates must have a flexible and can-do approach that would support the organisational behaviours of LCR first, Respect and Action Focussed.

A full UK driving licence is essential for this role.

  • •‍Experience of planning and delivering or monitoring investment programmes
  • •‍Experience and practical knowledge of project management and project control framework, including financial analysis, risk management and evaluation
  • •‍Degree level or NVQ level 4 Engineering or similar /relevant discipline or considerable experience working on infrastructure projects
