Person specification

Provide commercial leadership and advice across the full commercial lifecycle, supporting the delivery of departmental objectives. The successful candidate will:

  • Lead the delivery of commercial advice and activity across the full commercial lifecycle, from initial strategy through to contract exit, ensuring approaches are informed by commercial risk and aligned to policy objectives.
  • Build and maintain strong, collaborative relationships with colleagues and senior stakeholders across Policy, Finance, Project Delivery and Legal functions.
  • Develop and implement tailored procurement and/or grant strategies to support the achievement of departmental priorities.
  • Manage and mitigate commercial risk, ensuring compliance with relevant policies and procedures while balancing delivery timescales and operational priorities.
  • Support Commercial Leads with market engagement to inform and shape commercial strategies and sourcing approaches.
  • Support end‑to‑end commercial delivery, including strategy development, sourcing and grant design, market engagement, bid evaluation, contracting and ongoing contract management.
  • Oversee contract management activity (as required), including performance monitoring, management of variations and extensions, and ensuring appropriate information governance.
  • Support the delivery of wider commercial priorities, including realising efficiencies and savings, and embedding social value, modern slavery considerations and sustainability outcomes.
  • Maintain accurate and up‑to‑date commercial records, ensuring data quality across systems such as eProcurement platforms.

Essential criteria

  • Strong commercial acumen and an ability to apply procurement and commercial principles in a variety of contexts.
  • Previous experience working with or interacting with public sector procurement, contracts and grant agreements.
  • Understanding of commercial risk, and the ability to identify, mitigate and escalate as appropriate.
  • Demonstrate excellent verbal and written communication skills including the ability to influence and engage a wider range of stakeholders.
  • Ability to work proactively and take ownership and accountability of your own tasks and work.
  • Capability in managing stakeholders and establishing relationships both internal and external to the Department.
  • Experience of using public sector frameworks.
  • Experience of using e procurement/source to contract tools.

  • Experience working within a digital/technology commercial role
  • MCIPS qualified
  • Public sector procurement experience
  • Be aware of Programme and Project Management techniques and experience of delivering results using these methodologies
  • Good project management skills/experience
  • Good data analytical skills.

Office attendance
