The Chief Operating Officer Group works closely with the Home Office’s policy and operational commands to enable us together to deliver the department’s priorities. The group is comprised of different teams and professional functions, including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Digital, Data and Technology.

We are seeking enthusiastic individuals to work at SEO level to provide critical activities to support the delivery of Commercial’s objectives. These roles could be of interest experienced procurement professionals and commercial analysts who are looking to broaden their commercial skills in a central commercial function or to existing commercial staff who would enjoy taking on a new role.

The Home Office Commercial team is part way through a programme of change which has seen us recruiting across all grades. We are seeking diligent individuals to work at SEO level to provide critical activities to support the delivery of Commercial’s objectives. Job description

The role sits within Home Office Commercial, supporting the Homeland Security Group (HSG) and Public Safety Group (PSG)—two of the department’s core mission areas. HSG focuses on reducing threats such as terrorism, cyber and economic crime to protect the UK’s security and prosperity, while PSG delivers outcomes that keep the public safe, including policing, crime reduction and emergency services.

Commercial teams working across HSG/PSG manage a diverse and high‑value portfolio of procurements and contracts, providing market insight, sourcing expertise and contract management to ensure delivery of critical Home Office priorities in a compliant and value‑driven way.

  • Lead and deliver complex procurements in line with Home Office policy and legislation, from early market engagement through to contract award and management.
  • Develop procurement strategies and plans, providing clear commercial options that balance requirements, risk, value for money and Social Value.
  • Build and maintain strong stakeholder relationships, working with business areas and suppliers to shape requirements and deliver effective outcomes.
  • Support delivery of procurements through robust analysis of complex data, business case development, and compliant use of e‑sourcing tools and governance processes.
  • Contribute to category and strategic planning, identifying opportunities to improve value, drive efficiencies and align activity across the portfolio.
  • Manage contracts and supplier performance, ensuring delivery against milestones, effective risk management, and maximising financial and non‑financial benefits.
  • Provide commercial advice and support to colleagues, sharing expertise, improving capability, and embedding continuous improvement across procurement activity.

Working Pattern

This role is available on a full-time basis with the option of compressed hours working.

Travel

Occasional travel will be required.

Person specification

Essential criteria:

  • Proven experience in procurement and/or contract management, with strong understanding of commercial best practice.
  • Experience of end‑to‑end tendering, with robust knowledge of Public Contract Regulations 2015 and the Procurement Act 2023.
  • Practical experience of e‑sourcing systems supporting compliant commercial activity.
  • Strong understanding of the full commercial lifecycle, from sourcing through to contract management.
  • Excellent communication skills, with the ability to manage competing priorities and deliver to deadlines.
  • Demonstrable drive to innovate and improve value from commercial agreements.
  • Sound understanding of contract terms and conditions, with the ability to work effectively with suppliers to deliver outcomes.

Desirable criteria

  • CIPS qualified (or working towards) — Chartered Institute of Procurement & Supply; a recognised professional qualification providing core to advanced knowledge across procurement, supply chain, sourcing, and contract management disciplines.
  • Experience of public sector procurement, including use of frameworks (e.g. Crown Commercial Service) to run compliant further competitions, with financial awareness advantageous.

Selection process details

2.Sift – 3rd June 2026.

The sift will be held on the Personal Statement, CV, Behaviour - Communicating and Influencing, as listed in the advert.

Should a high volume of applications be received, an initial sift will be conducted on the Personal Statement and CV. Candidates who pass the initial sift will then be progressed to a full sift that will consist of all the remaining elements submitted (Lead Behaviour). Candidates who fail to meet the minimum pass score for the initial sift will not have their remaining submitted elements scored and will only receive a sift score for that assessed at the initial sift.

3.Interview – Commencing 24th June 2026.

If you are successful at sift stage, you will be invited to an interview that will be Behaviours (as listed in the job advert) and Strength based questions, Experience based questions. All Behaviours listed in the selection process will be scored at the interview.

The interview will take place on Teams.
