​HMICFRS independently assesses the effectiveness and efficiency of police forces and fire and rescue services – in the public interest. We promote improvements in policing and fire and rescue services to make everyone safer.

Job description

The Assistant Inspection Officer (AIO) will be responsible for supporting the PEEL inspection programme. You will be aligned to a select number of question areas, supporting IOs (Inspection Officers) and APDs (Assistant Portfolio Director) on the design, planning, analysis, and reporting of our PEEL force inspections. The role will also include working as part of a team preparing and carrying out inspection activity in accordance with standard processes and the inspection methodology.

In addition, the post holder will undertake corporate responsibilities within the team, commensurate with their role.

Through this work, making evidenced based observations and assessments, you will be driving real improvements in the overall safety and performance of our police services.

We are looking for knowledgeable talented individuals who have the drive, enthusiasm and skills to be part of HMICFRS. You will need to be inquisitive and have the ability to assess data and performance objectively. You will be expected to form constructive relationships that will enable you to work closely with those we inspect, providing challenge, and identifying areas for improvement and to share best practice.

Responsibilities

  • Assist the Inspection Officer (IO) and Assistant Portfolio Director (APD) in designing, planning and implementing the PEEL assessment framework.
  • PEEL inspection preparation including training, pre-read, knowledge of methodology and subject.
  • Undertake inspection activity (e.g. focus groups, interviews, reality testing) to a consistently high standard and recording the evidence gathered in a way that provides a sound evidence basis for use by the Inspection Lead.
  • Desk-based evidence collection, including document and case file reviews/audits.
  • Working with others to identify, analyse and compare information to inform force assessments.
  • Undertake horizon scanning to ensure your subject matter areas remain current and relevant to assist in building future meaningful inspection questions/programs.
  • Research and prepare briefing papers and other supporting material for senior managers, IO and APD.
  • Complete administrative tasks related to inspection activity to support the smooth running of the inspection programme.
  • Ownership of allocated corporate responsibilities and contribute where necessary to the corporate responsibilities of the wider team.
  • Provide cover for the IO and APDs leads in their absence, representing them at meetings and providing briefings for senior leadership.

Essential Criteria

  • Experience of working in policing.
  • Excellent Organisational Skills.
  • Self-motivated and ability to work unsupervised.
  • Experience of gathering a wide range of data and information to make well considered and balanced conclusions. Including the ability to communicate these findings into well-structured and concise reports.
  • Have a flexible approach to working and be able to manage competing demands.
  • An understanding of office-based computer systems with experience of using applications such as Microsoft Outlook, MS Excel and MS Word.

Desirable Criteria

  • Experience of Stop Search, Use of Force, ASB and Problem-Solving approaches.
  • Inspection design and/or involvement in inspection related activity.

HMICFRS has an Inspection Development Programme and linked accreditation process that all inspection staff undertake in our organisation.
