Job description

The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.

The Project Delivery Function aim is to have capable and empowered teams, delivering Project Delivery excellence. The MoJ’s Functional Operating Model is unique across government. All project delivery professionals are line managed through the Function and then assigned to projects and programmes across the MoJ and its Agencies. The MoJ Project Delivery Function sees the centralisation and coordination of all project delivery within the Ministry. These opportunities provide a unique chance to be at the forefront of implementing significant projects across the MoJ.

Successful candidates will be part of a flexible resource pool and may be placed in roles based on business needs. Key responsibilities of the role

The role of the Benefits Manager is to proactively identify, quantify, and track the realisation of benefits used to justify investment in the project. The Benefits Manager ensures that a ‘fit for purpose’ approach to benefits measurement and realisation is used to provide assurance that the benefits identified can be achieved.

These may be further shaped and adjusted dependent on business needs and team resources / skills.

  • Delivery and Leadership - Provides visible and effective leadership, leading benefits management and collaborating with the Project Manager to deliver the benefits and outcomes in the business case. Develops a clear vision and standards, and champions the use of best practice benefits management standards, tools, and processes. Builds strong networks both internally and externally.
  • Business Case - Assists the Project Manager in preparing and updating the benefits section of the business case, working with specialists as needed.
  • Benefits Management Strategy - Defines and shapes the benefits management strategy, considering the organisation's broader methodology.
  • Benefits Realisation Plan - Oversees the project benefits realisation plan, including change control. Identifies risks to benefits realisation and develops proposed mitigations.
  • Tracking and Reporting - Establishes a system for coordinated and consistent tracking and reporting of benefits throughout the project lifecycle and into realisation.
  • Benefits Mapping - Coordinates workshops to map benefits and ensures alignment. Circulates the benefits map for agreement and approval. Works with various stakeholders to validate and test dependencies.
  • Stakeholder Management - Collaborates with stakeholders and the broader benefits management community to ensure benefits are identified, understood, owned, and maximised. Briefs key stakeholders before benefits reviews and engages with the organisation's portfolio office to enhance and improve benefits management best practices.
  • Digital and Data - Collects and shares data in line with data standards. Uses digital tools to track and report on benefits realisation. Analyses data to assess the impact of project outcomes and improve benefit delivery.
  • Line Management – There will be line management of Project Delivery Professional(s) within the Professional Delivery Group as part of this role, including the management of direct report’s HR and well-being, development with a focus on coaching and mentoring, ensuring quality and standards of PPM are upheld.

Location and Terms of Appointment

Travel and Office Attendance

This post is advertised nationally but frequent travel will be required to locations where our Major Projects are based.

Your base office location at an MoJ HQ site, Justice Collaboration Centre, or Justice Satellite Office will be discussed if successful, as we do not offer home working contracts. All available sites can be found on this link.

MoJ employees should be attending the office a minimum of two days a week. Typically, this will be at your base office location at an MoJ HQ site, Justice Collaboration Centre, or Justice Satellite Office. If you are required to travel to another office or site with your project/programme, this will be classed as a day’s office attendance.

Salary & Grade

Grade 7

New entrants to the Civil Service will be expected to join on the minimum of the pay range and this is non-negotiable.

Existing Civil Servants will have their salary calculated in accordance with the Department’s pay on transfer / pay on promotion rules.

This role is full time only. Qualifications

Academic: You should usually hold a minimum of a 2.1 undergraduate degree in any subject (or an overseas degree qualification equivalent to a 2.1 degree) but we will take into account subsequent experience if your degree class is lower than this; and
Professional:
You must be a solicitor or barrister qualified to practise in England and Wales; or somebody who can demonstrate a comparable level of legal ability, for example:

oa legal academic;

oan overseas professionally qualified lawyer; or

oa legal policy expert.

Technical skills
