We have an excellent opportunity for a Building Safety Levy Lead to join Wokingham Borough Council on a Part-time, 24 month Fixed-Term Contract.
As Building Safety Levy Lead, you will take responsibility for the effective implementation, administration and collection of the Building Safety Levy. You will lead the development of appropriate processes, procedures and governance arrangements, ensuring the Council is prepared to meet its statutory responsibilities.
Working collaboratively with colleagues, senior stakeholders, developers and external partners, you will provide specialist advice and guidance on the levy and ensure requirements are communicated clearly. You will oversee operational delivery, monitor performance and maintain accurate records, while identifying and managing risks, issues and dependencies.
You will also be responsible for the financial management of the levy collection process, establishing effective controls and reporting arrangements to support transparency, accountability and compliance. As the Council's lead officer for this area, you will keep abreast of relevant legislation and government guidance, translating these into practical local arrangements.

Key Responsibilities
- Administer the end-to-end levy process, including receipt of information and determining levy chargeability and liability, issuing levy determination notices and receipt of payments and issues of payment certificates.
- Maintain accurate records and ensure secure data handling within relevant IT and financial systems.
- Issue timely levy determination notices, ensuring compliance with levy regulations.
- Conduct spot checks of sets of levy information received in accordance with regulatory requirements.
- This will include measuring plans, checking exemptions claimed against evidence provided and other information at the LA’s disposal, checking correct application of the previously developed land rate.
- Prepare and submit quarterly transfer of MI & revenue to MHCLG.
- Act as a point of contact for levy-related queries, providing clear guidance to developers and internal teams.
Candidate Requirements
- Degree or equivalent experience in a Building Control or regulatory field, Business Administration or a related discipline.
- Hold a minimum L3 LABC Technical Building Control Certificate or confirm willingness upon appointment to complete the certificate within 12 months and combined relevant experience.
- Strong knowledge of local authority finance and levy mechanisms.
- Experience of administering processes to tight timescale and with high levels of accuracy.
- Experience working with developers and external stakeholders on levy or financial compliance.

Whilst this is a fixed term contract appointment, for anyone already employed by Wokingham Borough Council this would be classed as a secondment if successful. Therefore, the usual permission requests for secondments apply and you must speak to your line manager in the first instance before applying.
