We have an excellent opportunity for a Capital Schemes Project Manager to join our Capital Schemes team here at Wokingham Borough Council, on a full-time, permanent basis.
As the Capital Schemes Project Manager, you will support Wokingham Borough Council in the delivery of a wide range of projects across Infrastructure, working to help us make a difference with our clients in the delivery of a broad range of complex projects and programmes.
This is a pivotal (mainly site based) role responsible for managing projects on the ground and ensuring sites are being run safely and works completed to correct highway standards. Working independently and pro-actively, you will lead on the delivery of the key objectives, engaging with managing stakeholders, and delivering high quality outputs and outcomes.
You will provide oversight across multiple capital schemes, ensuring risks are effectively managed, projects are delivered on time, within budget and to agreed quality standards. Working closely with senior stakeholders, service areas and external partners, you will ensure strong governance, clear reporting and effective decision-making.

Key Responsibilities:
- Project Manage schemes to meet its strategic priorities and support the company’s approach. Review and Inspect contractor deliverables ensuring works are completed the required highway standards whilst also adhering to any WBC standard details where applicable.
- Ensure the council complies with the CDM duties and hold the contractors accountable for Health and Safety on our network
- Liaising and maintaining a good relationship with internal and external clients answering queries and responding to technical issues, provide support, and ensure that we deliver successful outcomes, which add improvement to services, customer outcomes, and savings.
- To review and inspect current highway conditions, report back findings and ensure designs are sufficient to improve the council’s highway network.
- To provide cost estimates for future schemes, liaise and advise design team on buildability constraints and provide technical input within meetings when required.
- Lead on relations with appointed works contractors. Review and approve contractor H&S documents including RAMS and ensure contractor operatives are permitted to work on the highway.
- Ensure site diaries are completed and up to date and attend regular project update meetings when required to report on project progress.
Candidate Requirements:
- Strong working knowledge of core Microsoft applications, including Teams, SharePoint, Excel, PowerPoint, Word and Project.
- Minimum of 10 years’ experience of managing construction works on the highway
- Pavement design experience
- Highway drainage design experience
