
Capital Works Delivery Manager
Job Description
OverviewLondon Borough of Harrow is looking for a talented Capital Works Delivery Manager to lead the delivery of our housing capital investment programmes. You will manage projects valued at £10–15m per annum, ensuring they are delivered on time, within budget and to the highest standards. From developing briefs and managing procurement through to project completion, you’ll play a key role in improving our housing stock and delivering safe, sustainable homes for residents. Working across the council and with external partners, you’ll provide technical leadership, manage a small team, and build strong relationships with stakeholders and residents. You’ll also contribute to long-term investment planning and support our wider regeneration and climate ambitions.
About You
You are an experienced project or programme manager with a strong background in housing capital works or regeneration.
You bring:
- Proven experience delivering complex capital projects and managing significant budgets
- Strong knowledge of construction, procurement and housing standards
- The ability to lead teams and build effective partnerships with residents, Members, and stakeholders
- Excellent organisational and decision-making skills in a fast-paced environment
You’ll be degree-qualified (or equivalent), ideally with a professional membership (e.g. RICS, CIOB, CIH), and committed to continuous improvement and high-quality service delivery.

Salary range
- £65,544 - £72,693 per year
