What’s the role?
Housing Services Directorate is looking to appoint an Accommodation Assessment &amp; Lettings Team Leader to manage a team of six Accommodation Assessment &amp; Lettings Officers responsible for offering suitable accommodation under S188 and S193 duties. Successful management of this service area will ensure we deliver a high quality, customer-focused approach to our applicants eligible for homelessness assistance and continuous improvement and efficiency in the service delivery. In addition, you will ensure officers complete S208, enforce offer of suitable accommodation, correctly undertake the discharge of duty and complete all other tasks relevant to their role.

What we’re looking for
We are seeking an experienced Accommodation Assessment &amp; Lettings Team Leader with a good working knowledge of managing a team responsible for offering accommodation under S188 and S193, Part 6 &amp; 7 of the Housing Act 1996, Homelessness Act 2002 and Localism Act 2011 and its application. You must have knowledge and understanding of the activities, functions and processes involved in offering suitable accommodation under S188 and S193 as well as issuing discharge of duty decisions.

We are ambitious with a clear strategy to deliver on our vision. This role is a critical part of delivering our vision. We are looking for a new Head of Private Sector Licencing and Home Improvement. What we’re looking for Reporting to the Director of Housing Strategy, the Head of Private Sector Licencing and Home Improvement will lead a service area that provides strategic direction for the Council’s housing improvement and assistance service and the property licensing and enforcement function. This is an area of the division with big ambition, as we have recently expanded our property licencing schemes and have seen an increase in applications from residents for support from our grants, specifically the Disabled Facilities Grant. Managing a service of up to 100 staff the post-holder will lead our ambitions to work proactively within the private rented sector to drive up standards and safety for Lewisham’s residents. With expertise in the legal framework of regulation and licensing, you’ll be at the forefront of operationalising our new licensing scheme, and will maximise their impact through innovative new approaches to engaging with our residents. You will also be responsible for utilising a home assistance grant of £2million a year to support our most vulnerable residents to live in safe and secure homes from which they can live independent lives. We’re looking for a strategic and inspirational leader, communicator and manager who can demonstrate strong experience of delivering an operational income-generating service, ideally with a background in commercial or regulatory and enforcement services as well as a strong background and experience in managing Disabled Facilities Grants services. About You
The successful candidate should have:

The Temporary Accommodation team are looking for a dynamic individual who thrives in a fast-paced reactive role, has customer service at the heart of what they do and a “can do” attitude!
You will be required to work as part of the Temporary Accommodation team to provide day to day housing management of the Council’s temporary accommodation for homeless households. You will also be required to provide low level support to ensure residents are tenancy ready to access move on / independent living opportunities.
The Temporary Accommodation team are based in offices just outside the vibrant city centre of Winchester. You will need to meet the travel requirements of the role as you will visit residents in our units of temporary accommodation across the district, as well as conducting health and safety visits at our schemes.

We have an exciting opportunity for a dedicated Private Sector Housing Grant Support Officer to join our esteemed Strategic Housing Service Team at Winchester City Council.

You will be responsible for:

This role presents a unique, and exciting opportunity for someone who is passionate in contributing towards enhancing housing conditions across the district and making a real difference to people’s lives.&nbsp;
The Private Sector Housing Team deal with all aspects of enforcement and regulation including fire safety, conditions and licencing of Houses in Multiple Occupation (HMOs), enforcement of housing standards, domestic energy efficiency, immigration inspections, empty properties, as well as the delivery of mandatory disabled facilities grants.&nbsp;
You will need to be empathetic, an excellent communicator and confident in making difficult decisions to achieve positive outcomes for our customers. If you are interested in applying for this role, we would like you to have:
<ul>
<li>Experience of assessing housing conditions using the Housing Health and Safety Rating System (HHSRS)</li>
<li>A knowledge of enforcement action contained in the Housing Act 2004</li>
<li>A knowledge of investigating empty properties and the available legislation to bring these properties back into use</li>
<li>A knowledge of energy efficiency legislation and minimum energy efficiency standards</li>
<li>An awareness and understanding of the Renters Rights Bill and the impact it will have on Private Sector Housing Teams.&nbsp;</li>
<li>Experience in the delivery of both discretionary grants and mandatory disabled facilities grants and loans</li>
<li>A knowledge of building defects.</li>
<li>Experience of inspecting and licencing HMOs&nbsp;</li>
<li>An understanding of the legislation used to deal with rogue landlords using the Housing and Planning Act 2016</li>
