Job description

Role Overview

We are looking for a Chartered Valuation Surveyor interested in becoming a Technical Leader within the Regional Valuation Unit (East), to undertake complex and high profile Non Domestic Rating casework.

Our Technical Leaders provide technical advice to colleagues across the network. You will be a technical expert with a natural ability to coach and nurture colleagues undertaking professional qualifications. The role is essential to supporting our future surveying talent pipeline and providing valuable technical advice, leadership, and guidance to the Agency.

The role will primarily deal with NDR where there is a unit wide or cross unit impact due to, for example, reputational or financial risk.

We are eager to hear from experienced Valuation Surveyors with extensive rating experience having dealt with a broad range of property types across different valuation methodologies through to valuation tribunal.

Key responsibilities

  • To provide technical leadership, direction setting, guidance and support to caseworkers in the Regional Valuation Units.
  • Support the delivery of the Revaluation Programme.
  • Lead, motivate and inspire others to deliver results including sharing your professional knowledge to help others develop.
  • To set and maintain strategic overview of the framework for the work of team, including embedding VOA vision and values.
  • To offer advice or guidance on complex issues which cannot be resolved within the normal rules or precedents.
  • If appropriate to the role undertake selected casework where the outcome has a wider impact, setting frameworks or, where a high level of expertise is required, resolving the issues raised.
  • To provide expert witness and advocacy in complex litigation at VTE/VTW/UTLC and beyond.
  • To act as a Counsellor/Supervisor to colleagues undertaking profession qualifications.

Person specification

We are seeking a strong leader with advanced technical expertise confidently able to interpret and apply case law, legislation, codes of practice and professional standards. The successful candidate will have strong analytical and judgement skills, able to interpret a range of evidence to provide relevant advice and reach sound conclusions. They will show commitment to the profession by promoting and participating in professional activities, while building internal and external networks to share expertise and develop others.

The successful candidate will also have exceptional interpersonal and communication skills, with the ability to influence and manage a diverse range of stakeholders, using high levels of negotiating, consulting skills to achieve co-operation over mutually acceptable solutions. As Chartered Surveyor – Technical Lead, you will demonstrate horizon scanning to anticipate and mitigate future issues, seek and act on feedback, and encourage continuous development in themselves and others.

Essential Requirements

The successful applicant must:

  • Have an MRICS/FRICS or IRRV (hons) qualification in the valuation or real estate pathways, with in-depth technical expertise of Rating Valuation work.
  • Be able to demonstrate the application of technical knowledge, valuation methodology and legal requirements in an enthusiastic way, with an understanding of the commercial and economic environment to interpret and apply general legislation and case law and codes of practice to problem solve complex cases.
  • Demonstrate a personal and professional commitment to the profession by actively participating in and promoting professional activities, proactively keeping technical knowledge up-to-date and use it to make informed decisions, make balanced judgements and provide advice and guidance to teams.
  • Be able to build and engage with internal and external networks to share professional knowledge and experience and to develop others, showing political awareness and an understanding of the wider impact of ratings outcomes.
  • Provide evidence of strong stakeholder management and influencing skills with high levels of negotiating, consulting and interpersonal skills to achieve co-operation over mutually acceptable solutions.
  • Be able to demonstrate strong leadership skills to motivate and inspire others to deliver results, share professional knowledge to help others develop, and can lead, coach and mentor a group of individuals and support them through their qualification pathway.
  • Willingness to travel including overnight stays where needed.

Further Information

You will be joining the department during the transition of the Valuation Office Agency (VOA) into HMRC. For this reason, the role will start on VOA terms and conditions for a temporary transition period. After this, your employment will move to HMRC Terms and Conditions.
