Chartered Valuation Surveyor – Technical Lead – Role Overview
We are looking for a Chartered Valuation Surveyor interested in becoming a Technical Leader within the Regional Valuation Unit (Wales & West), to undertake complex and high profile Non Domestic Rating casework.
Our Technical Leaders provide technical advice to colleagues across the network. You will be a technical expert with a natural ability to coach and nurture colleagues undertaking professional qualifications. The role is essential to supporting our future surveying talent pipeline and providing valuable technical advice, leadership, and guidance to the Agency.

The role will primarily deal with NDR Classes where there is a unit wide or cross unit impact due to, for example, reputational of financial risk.
We are eager to hear from experienced Valuation Surveyors with rating and local taxation experience. You will have dealt with abroad range of property types across different valuation methodologies through to valuation tribunal.
Key Responsibilities
The role includes:
- Delivering Non-Domestic Rating casework and providing technical leadership, guidance, and support to caseworkers, undertake peer review and Rating Value Assurance as required on complex, high risk or high profile valuations. To escalate such issues to Senior Management where appropriate.
- Leading, motivating, and inspiring others to deliver results including sharing your professional knowledge to support the development of others. Using these skills to coach and nurture colleagues undertaking professional qualifications.
- Setting and maintaining a strategic overview of the framework for the work of the team, including embedding the VOA vision and values.
- Offering advice and guidance on complex issues which cannot be resolved within the normal rules or precedents. Managing and assuring technical issues across the unit including analysing emerging problems, maintaining an overview of QC/QA outcomes, identifying, and making recommendations on individual and team learning needs, and feeding into lessons learnt process.
- To develop and deliver technical updates or presentations to assist with building capability within the Unit and across the wider VOA and providing advice and support to the Unit Head on the implications and risks covering legal precedents and changes to valuation approach.
- Undertaking individual casework where a unit-wide impact of a point of wider principle is at stake.
- Giving advice on a broad range of property types across different valuation methodologies, supporting through the Check, Challenge, Appeal process. Providing expert witness testimony and advocacy in complex litigation at Valuation Tribunal England / Valuation Tribunal Wales / Upper Tribunal Lands Chamber and beyond. (Full training and support will be provided).

The successful candidate will have strong analytical and judgement skills, able to interpret a range of evidence to provide relevant advice and reach sound conclusions. They will show commitment to the profession by promoting and participating in professional activities, while building internal and external networks to share expertise and develop others.
The successful candidate will also have exceptional interpersonal and communication skills, with the ability to influence and manage a diverse range of stakeholders, using high levels of negotiating, consulting skills to achieve co-operation over mutually acceptable solutions. As Chartered Surveyor – Technical Lead, you will demonstrate horizon scanning to anticipate and mitigate future issues, seek and act on feedback, and encourage continuous development in themselves and others.

Essential Criteria
The successful applicant must:
- Have an MRICS/FRICS or IRRV (hons) qualification in the valuation or real estate pathways, with in-depth technical expertise of Rating Valuation work.
- Be able to demonstrate the application of technical knowledge, valuation methodology and legal requirements in an enthusiastic way, with an understanding of the commercial and economic environment to interpret and apply general legislation and case law and codes of practice to problem solve complex cases.
- Demonstrate a personal and professional commitment to the profession by actively participating in and promoting professional activities, proactively keeping technical knowledge up-to-date and use it to make informed decisions, make balanced judgements and provide advice and guidance to teams.
- Provide evidence of strong stakeholder management and influencing skills with high levels of negotiating, consulting and interpersonal skills to achieve co-operation over mutually acceptable solutions.
- Have excellent interpersonal and communication skills and be able to deal with a wide range of customers, and partners.
- Be able to demonstrate strong leadership skills to motivate and inspire others to deliver results, share professional knowledge to help others develop, and can lead, coach and mentor a group of individuals and support them through their qualification pathway.

You will be joining the department during the transition of the Valuation Office Agency (VOA) into HMRC. For this reason, the role will start on VOA terms and conditions for a temporary transition period. After this, your employment will move to HMRC Terms and Conditions.
