Job summary

As a Citizen Engagement Manager, you will work with committee clerks, researchers, Members, organisations and participants to plan and deliver qualitative, accessible and ethical citizen engagement. This may include individual interviews, group interviews, qualitative surveys, advisory groups, deliberative sessions and online engagement. You will select the right approach for each inquiry, taking account of the committee’s scrutiny needs, the people it needs to hear from, accessibility requirements, ethical considerations and the time available.

The role involves supporting engagement throughout the lifecycle of a committee inquiry: building trusted relationships with participants, gatekeepers and organisations across Wales; producing clear engagement materials; supporting participants before, during and after engagement; analysing qualitative evidence; drafting published findings reports; and helping committees use lived-experience evidence in their scrutiny, reports, recommendations and follow-up work.

Job description

Key tasks:
Engagement design and methodology

• Work with committee clerks, researchers, and Members to scope citizen engagement activity, including engagement objectives, target audiences, inquiry timelines, methods, accessibility requirements and how findings will be used in committee scrutiny.

• Design and deliver qualitative, accessible and ethical citizen engagement using appropriate methods and techniques. This may include individual interviews, group interviews, qualitative surveys, advisory groups, deliberative sessions, creative methods and online engagement through the Senedd’s Online Engagement Tool.

• Develop clear engagement materials, including participant information, consent materials, topic guides, survey questions, stimulus materials, engagement proposals, briefing material and public-facing content.

Fieldwork, participant support and relationships

• Source, build and maintain relationships with participants, gatekeepers, community groups, service providers and other external stakeholders to support meaningful participation in the work of the Senedd.

• Support participants before, during and after engagement, including identifying access needs, making reasonable adjustments, explaining how their evidence will be used, and providing appropriate feedback on the progress and impact of their contribution.

• Facilitate engagement sensitively and professionally, creating inclusive spaces where people can share lived expertise safely, clearly and meaningfully.

Analysis, reporting and scrutiny impact

• Analyse qualitative engagement evidence using appropriate social research approaches, including thematic analysis, and interpret findings in relation to the committee’s terms of reference and scrutiny needs.


• Draft clear, accurate and accessible engagement findings reports, summaries, case studies and other outputs that present participants’ evidence responsibly and proportionately.

• Work with committee teams to support the use of engagement findings in committee briefings, evidence sessions, questioning, reports, recommendations, Plenary debates and follow-up work.

Project management and delivery

• Plan and manage engagement programmes and workstreams, ensuring activity is delivered to agreed timelines and in line with committee requirements, participant needs and available resources.

• Work collaboratively with colleagues across Engagement Services, committee teams and wider Senedd Commission services to meet demand for high-quality committee citizen engagement.

Ethics, evaluation and service improvement

• Ensure engagement activity follows ethical research principles and Senedd requirements, including informed consent, privacy, confidentiality, data protection, participant wellbeing and responsible use of evidence.

• Evaluate engagement activity by gathering participant feedback, recording monitoring information and identifying learning to improve future practice.


• Keep up to date with developments in social research, public engagement, accessibility and participatory practice, contributing to innovation and continuous improvement within the team.

Person specification

Job Specific criteria:

  1. Proven experience in leading engagement programmes that reach diverse audiences, including people who are traditionally underrepresented, less engaged in the democratic process, or people with lived expertise of the issues being explored.
  2. Skills and experience of running activities with different groups using a variety of engagement methods such as advisory groups, group interviews, surveys and interviews, across both in-person and online settings.

  3. Ability to summarise engagement findings clearly and concisely, analyse qualitative data and produce written outputs, identifying key themes and issues.

  4. Demonstrated ability to build and maintain strong relationships with internal and external stakeholders, such as community groups, policymakers and partner organisations, to support effective engagement.

    Desirable criteria:

    The following qualities are not essential for this particular post but have been deemed as desirable. These will only be taken into account in the event of two (or more) candidates acquiring the same score at either application or interview stage.

    1. Understanding of ethical, accessible and participant-centred engagement practice, including informed consent, confidentiality, data protection, participant support and the responsible use of lived-experience evidence.
