About the Role

We’re seeking an experienced and forward-thinking Citizen Insight Analysis Lead to help us realise this ambition by establishing and managing a new Citizen Insight Hub.
Across the organisation, we already generate rich citizen insight through our everyday activities. The opportunity now is to bring it together: to corral these insights into a central, accessible hub that will transform how we capture, manage and apply citizen insight. This will unlock the full value of what we already know and ensure that citizen voice is consistently informing strategy, service design, and investment decisions.
The Citizen Insight Analysis Lead will play a key role in this transformation. By establishing the Insight Hub, driving integrated analysis, and advising on new channels for insight, this role will help us achieve our vision.
This role will sit within the newly formed Citizen Insight and Participation Team, part of the Combined Authority’s Evidence, Research and Intelligence Service. The team has been repositioned to consolidate and strengthen our approach to citizen engagement, with a renewed focus on analysing and disseminating citizen insights, developing deeper, more inclusive participation channels and expanding opportunities for co-production.

About the person
We are looking for an experienced insight professional who understands the power of citizen voice to shape public services, build trust, and drive meaningful change. The ideal candidate will bring analytical rigour, strategic thinking, and a collaborative mindset to everything they do and will know how to turn data into stories.
We are looking for someone with expertise in both quantitative and qualitative methods, with the ability to confidently interpret citizen feedback.
You will demonstrate the ability to synthesise complex information into clear, actionable intelligence that supports strategy, service design, and investment decisions.
You can evidence commitment to equity, inclusion, and high-quality public service as well as uderstanding of the importance of amplifying underrepresented voices.

Salary range
- £48,980 - £53,031 per year
