About the Role
The Liverpool City Region Combined Authority is making a real difference, and we want to engage with the citizens we are here to serve. To help us do this, we need enthusiastic, people‑focused Citizen Participation Officers to support the development, project management and delivery of the Combined Authority’s citizen participation and engagement activities.
From our ambitious transport reform programme to our work across housing, net zero and digital infrastructure etc there is an increasing need to engage, inform and hear directly from the people who know best — our residents. These roles will be central to ensuring communities’ voices shape the future of our region.
This role will support our ambitious programme of engagement for the introduction of bus franchising. The successful candidates will play a key part in ensuring that communities are informed, are involved and able to contribute to the successful roll out of this transformational programme. While the primary focus will be on bus franchising, engagement of citizens across all of our programmes is a key requirement and there is potential to contribute to wider participation activity
This is a fixed term role until 30/09/2027.
Presentations/Interviews are scheduled for the week commencing 9th March 2026.
About the person
We are seeking individuals that will be proactive, organised and passionate about high‑quality citizen engagement. You will bring strong communication and relationship‑building skills alongside the ability to effectively manage tasks, projects and partnerships.
You will be comfortable engaging diverse audiences, using both in‑person and digital methods adapting the approach to ensure accessibility and inclusivity across all communities. In addition, you will be confident presenting to audiences of various sizes and backgrounds.

1) A proven track record of commissioning, planning and managing engagement and/or projects and initiatives with partners / stakeholders and building networks and relations to support delivery of corporate goals e.g. events, consultation, customer feedback, behaviour change projects, community/public transport projects etc.
2) Experience of working collaboratively with internal and external partners.
3) Proven project management skills, including business planning, people management, financial control, resource management, problem solving and monitoring and evaluation.

Salary range
- £33,470 - £35,369 per year
