Working as a member of the parking services team, the post holder will be a front-line operative for the council assisting members of the public with information, offering advice and guidance on parking restrictions. Ensuring correct use of both off-street and on-street parking spaces, in accordance with the relevant Parking Orders and Traffic Management Act 2004. Civil Enforcement Officers (CEO) will also be required to issue Penalty Charge Notices to vehicles parking in contravention of the parking regulations, which may incur some negative verbal interaction. Written reports will need to be completed by the post holder recording details of any incidents.


On a daily basis CEO's will walk their allocated route, which could be up to 10/12 miles, assessing road signage and road lining for compliance purposes; informing their supervisor of any issues or concerns. CEO's must ensure all incidents are brought to the attention of the Supervisor immediately – providing written statements and reports. They may also need to attend court or adjudication panels when required, as well as to submit evidence when called upon. Medway Council's equipment procedures must be adhered to – ensuring that all equipment is given due care and protection, daily start of shift checks should be carried out for faults and damaged equipment to be immediately reported to the Supervisor.


CEO's will be required to assist with the clearing of snow from Medway car park surfaces as directed, if the weather inhibits the issuing of Penalty Charge Notices.

The post holder will work on a shift pattern basis to ensure that the parking service is operational 7 days per week, from 07:00am – 10:15pm hours (including bank holidays).

A uniform is required to be worn for this role at all times. This should be worn and used in a professional manner. Staff are responsible for their own uniforms, and this remains the property of Medway Council. Other duties may be required to be undertaken within the scope of this post as and when required.


The successful post holder will be subject to a Standard DBS check.

Career Progression Frameworks (CPF) have been introduced for all roles at Medway Council. These frameworks provide a mechanism for employees to take ownership of their development within their post and be rewarded accordingly. This means that the salary you will be offered will be at level A unless, based on an assessment against the CPF criteria, you demonstrate that you are meeting the criteria of level B or C. Level C requires the highest level of competence and applicants would need to fully meet and demonstrate all aspects of the job profile, including qualifications, knowledge, skills and experience.

Parking Enforcement are seeking a Civil Enforcement Officer to join the team at level A. This is the entry point of the role, so you will need to be able to demonstrate the relevant knowledge, experience and skills to get you started, but you will be supported to develop in your role through induction, probation and a supportive Performance Appraisal and Career Conversation. All elements of level A listed within the person specification are essential. Through your induction you will be introduced to the Career Progression Framework (CPF), which will help you to identify your areas of strength and any development needs.
