The Role
North Somerset Council’s Highway Network Management Team manages the coordination of activities on the highway, whether Utility company or Council own works, new construction developments, domestic/commercial vehicle dropped kerbs, events (affecting/on the highway) or other licensable highway activities such as skips, scaffolding, our focus is to make a positive primarily to actively co-ordinate activities, we also enforce legislation relating to utility company works, protect highway infrastructure, check the safety actively deal with congestion.
We are looking for a Streetworks Co-ordinator to manage, co-ordinate works across our highway network in a dynamic and fast paced environment.
Career progression to level 6 of (Co-ordinator) will be dependent upon managerial assessment of competence and independent working.
Key Responsibilities:
- Coordinate and process permit applications and provide advice and experience to others relating to this specialist work area.
- Resolve conflicts and enforce compliance/infringements under the Traffic Management Act 2004, New Roads and Street Works Act 1991 and relevant codes of practice.
- Draft and issue Temporary Traffic Regulation Orders/Notices (TTROs/TTRN’s)
- Review and approve diversion routes and signing schedules.
- Contribute and assist with financial management and recovery of costs.
- Respond and resolve internal/external enquiries, escalating more complex matters.
- Maintaining records, analyse and interpret data/information relating to specialist electronic systems/software.
- Provide cover for other staff during periods of absence.
Valid driving licence and own transport, or be able to provide alternative, suitable method of travel is an essential condition for this role.
This position is currently based at our Castlewood offices in Clevedon. Please be advised that this office will be closed by 2025. Consultation is currently underway to determine the new location for colleagues based in Castlewood. This will be at Weston-super-Mare or within North Somerset.
Work Style

However, please note that during the induction period, it may be necessary to spend more time in the office to support your learning and development. We are flexible and open to discussions about your preferred working style, and if you wish to be in the office more frequently, this can be negotiated.
This role falls into the category of Flexible Worker which means you can expect to work in the following way:
- 2-3 days in the office.
- Works both from home and the office, depending on the task at hand.
- Training is provided to help balance work-life and manage time effectively, with an emphasis on communication for team touchpoints and planning in-office days for collaboration.
About You
We are looking for an individual who has a good understanding of some of the challenges faced relating to activities/works on the highway, along with a proven ability to manage and maintain professional relationships with all types of internal and external stakeholders, and who possess the following skills and experience:
Essential Criteria:
- Level 3 or 4 qualification and/or relevant experience.
- Experience of working in an office environment.
- Demonstrable attention to detail and accuracy.
- Able to manage own work without close supervision.
- Ability to collate and present evidence clearly and confidently and demonstrate effective communication.
- Have strong ICT skills.
- Ability to speak fluent English as stated in Part 7 of the Immigration Act.
Desirable Criteria:
- A NRSWA supervisor (SLG) or Lantra qualification.
- An understanding of financial management and experience in an enforcement role, highways/construction or mapping systems.
- Experience of working in a Network management, highway or utility related environment is desirable.

Salary range
- £27,711 - £33,366 per year
