Commander UK Strike Force (CSF) is a mixed team of Civilian and Military personnel and this post is working within the CSF headquarters in the newly refurbished Old Iron Foundry - a modern new Warfighting Centre. This post will be crucial to the development of the new headquarters and will be playing a pivotal role in establishing the new Operational HQ. Whilst the Headquarters are largely made up of a Military workforce, they are supported by a small and dedicated Civil Service team who are vital to the running of the enterprise.
CSF maintains a globally credible multi-domain and agile command and control, including Carrier and Littoral Strike. We work both nationally and internationally with Allies across the world. We are currently embracing transformation to achieve a joint and efficient enterprise focused on lethality and leading tactical development in order to generate operational advantage and inform the capability need.
HM Naval base Portsmouth is home to the United Kingdom’s Royal Navy Aircraft Carriers and is well located close to HMS VICTORY and within walking distance of Portsmouth Harbour station and the shopping opportunities at Gunwharf Quays!

Job description
The Commander United Kingdom Strike Forces (CSF) Enterprise draws together the Operate and Generate elements of the RN operating model. This aligns Very High Readiness (VHR) Forces, their Collective Training (CT), doctrine development, Force Generation (FGEN), programming, lethality, assurance, Learning from Experience (LfE) and conceptual work into one single organisation. The CSF Enterprise is organised in to two functional areas, namely Operate and Develop, under which the subordinate commands are organised.
The Business Management Team is responsible for the efficient delivery of all business outputs on behalf of the CSF enterprise. The role of Commander UK Strike Force Head of Safety and Environmental Protection is to enable delivery of all outputs, ensuring that all support is delivered efficiently, correctly assured and risk is managed appropriately. Thus ensuring that the CSF enterprise are fully supported and reporting mechanisms are in place. The successful applicant will play a pivotal role in driving a proactive, high performing safety and environmental culture across the Enterprise. They lead engagement with all areas of the organisation to ensure the Commander UK Strike Force (CSF) Safety and Environmental Management Plan (SEMP) is not only implemented but fully embedded into day-to-day behaviours and working practices.
They will actively collaborate with Heads of Establishment and HSEP leads across the Enterprise’s Delivery Organisations, the Head of HSEP provides visible leadership, assuring safe and environmentally responsible practice, championing best practice, and promoting effective Learning from Experience (LfE). They foster innovation by identifying new opportunities to strengthen performance, streamline processes, and enhance the operational resilience of the Enterprise.
A key element of the role is establishing and maintaining strong links with the Navy Safety Directorate. This ensures alignment with wider Navy safety intent, enables consistent interpretation of policy and standards, and supports the effective flow of risk, assurance, and LfE information across all levels of Navy safety governance.
Person specification
The successful candidate will be able to deliver within a fast paced ever changing environment; prioritising at short notice diverse and challenging requirements. They will be an essential part of the enabling team within CSF.
To be successful in this role you will need to have the following experience:
- You will be highly motivated and confident, inquisitive and a critical thinker. You must be able to work under pressure both as part of a team and independently. You will require considerable diplomatic skills and be able to engage colleagues and external stakeholders in the discussion of new, unfamiliar or controversial concepts.
- You will be expected to apply sound judgement and strong leadership skills, and to be empathetic when dealing with potentially traumatised individuals. Due to the nature of CSF work, you will be exposed to situations, information of a confidential and sensitive nature.
- You will have experience of risk management, such as conducting, reviewing and completing risk assessments.
- You will have excellent verbal and written communication skills, be capable of producing accurate and clear written reports to challenging deadlines and have good presentation skills. You must also be computer literate.
- Experience of building and maintaining effective relationships with a diverse range of stakeholders
- Experience of dealing with complex health and safety challenges
- Experience of acting as an Auditor
Essential:
- Hold a Full UK Driving Licence as travelling to remote sites is required.
- Hold a NEBOSH Level 3 Certificate or equivalent and be a certified member of IOSH qualifications
It would also be desirable if you had the following experience:
- Experience of leading and delivering HSEP at unit or organisation level.
- Experience of HSEP in an operational environment.
- Hold a Diploma in Health and Safety; or Environmental Protection; or equivalent or a willingness to work towards this.

An apprenticeship is a combined package of work and training. Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement.
