The Cabinet Office & HM Treasury (COHMT) Commercial team has a vision to be a top performing commercial function in government, setting best practices for others to follow. The team works in partnership with all areas of the business, providing a commercial service that covers planning, commercial strategy, sourcing and contract management on circa £1bn of third party spend.

This is an exciting time to be joining Cabinet Office & HM Treasury (COHMT) Commercial. The team is attracting increasing levels of investment to help shape the commercial landscape at the heart of government to achieve effective commercial outcomes and to build commercial acumen across two key departments that work on some of the UK’s most important policy issues.
The team is instrumental in developing and strengthening capability to embed a culture of commercial excellence supporting key operational and policy objectives. It works in partnership with all areas of the business and is a key influencer on strategic decisions, setting a direction of travel that is sustainable, embraces innovation, and ultimately delivers the greatest value.
Job description
This role will sit in our Professional & Digital Services Category Team which supports a wide range of sub-categories across consultancy, professional services and digital services. This role will support the continued development of a maturing category management model.
The role holder will report into the Head of Commercial for the Professional & Digital Services Category and there could be an expectation for the role holder to line manage.
Locations
The successful candidate(s) will be able to agree a contractual workplace from those locations listed in this advert. When selecting your location listed in this job advert please be aware that this will be your contractual base location with a requirement to spend a minimum of 60% of your working time in this organisational workplace.
Your time spent on official duties at workplace locations other than your contractual office such as supplier, customer or partner locations required to perform your role is included in the 60% attendance.
This requirement will however take into consideration any reasonable adjustments agreed upon appointment for people with a disability, flexibilities agreed for those with specific caring responsibilities, or other similar temporary flexibilities.
Person specification
The successful candidate will:
- Lead the category management approach for Professional & Digital Services requirements within CO; including the shaping of commercial strategy, co-ordinating delivery of the pipeline and providing in life commercial advice on contracts
- Develop a more mature approach to the market management approach within the category
- Lead the commercial relationship with the category’s strategic sourcing partner
- Manage key stakeholder relationships across BUs, Suppliers and Minister’s Private Office to deliver quality outcomes
- Lead the commercial assurance of requirements, delivering recommendations to senior decision makers
- Lead the evolution of the team’s Category Strategy including specific sub-category strategies.
Technical skills
We'll assess you against these technical skills during the selection process:
- Ability to analyse commercial risks and understand margins of error in developing recommendations for Customers and/or key stakeholders
- Experience of having had a leading role in complex commercial activities, with demonstrable experience across the commercial lifecycle
- In depth understanding of the Professional & Digital Services markets including key trends, best practice and market direction
- The ability to challenge senior stakeholder decisions, work under pressure, and deliver multiple projects within agreed timescales
- Ability to develop high-level public sector procurement and commercial strategies and effectively drive their implementation at an operational level
- In-depth understanding of the range of delivery models applicable to Professional & Digital Services requirements to ensure effective procurement and value for money, including knowledge of terms, conditions, pricing models and frameworks
