As a Higher Executive Officer (HEO) Commercial Officer you will report to a Senior Executive Officer (SEO) Senior Commercial Officer and will undertake activities at the appropriate level.
Defra Group Commercial (DGC) is part of Defra (Department for Environment, Food and Rural Affairs), the central Government Department responsible for growing the rural economy; improving the environment; and safeguarding animal and plant health. DGC is responsible for providing a commercial service to organisations within the Defra Network.
As an HEO you will have the opportunity to be involved in the procurement and delivery of the Environment Agency’s Flood Defence Programme and will be involved in a range of different projects including new flood defence schemes, existing asset refurbishment and habitat restoration projects.
The role is to assist customers to deliver value effectively and innovatively through the procurement of key contracts to meet the customer organisations outcomes and objectives, whilst also fulfilling its Spending Review targets.
Job description
The role involves promoting commercial policies and procedures whilst influencing final outcomes. It includes the provision of expert advice to internal customers on commercial issues and governance, and operational support to the team.
You will:
- provide support to internal customers to deliver value effectively and innovatively, so the customer organisation outcomes and objectives can be met alongside achievement of key corporate targets
- be required to award and monitor low-medium value, lower risk contracts in accordance with Defra’s commercial policies and procedures
- be expected to act with integrity and deliver value for money whilst applying commercial principles and life cycle
- engage with colleagues across the country, building their Commercial network both internally and through the wider Defra network and Government Bodies
- receive development opportunities for higher value and risk contracts
Person specification
We are looking for candidates who:
- demonstrate excellent communicating and influencing skills
- are well organised and able to prioritise tasks
- form positive working relationships with colleagues, customers and suppliers including influencing and challenging to gain the best outcome as well as seeking to improve processes and ways of working
- experience of analysing information including financial information and make recommendations based on the evidence
- work within agreed policies and processes and promote those standards in the way you work
- experience of identifying risks and issues and developing plans to mitigate
- invest in their own development which might include keeping up to date on legislation, best practice or developing industry knowledge
- are proficient with Microsoft suite of products including Outlook, Excel and Sharepoint

Sift

Part Time working will be considered for a minimum of 30 hours per week.

Of the three available posts, one will be based in each geographical hub:

As part of the pre-employment process for this post, successful candidate(s) will be able to agree a contractual workplace from those locations listed in this advert. The agreed contractual workplace is then the substantive and permanent place of work for the successful candidate(s).
The agreed amount of time spent at a workplace for this post will reflect the requirement for Civil Servants to spend at least 60% of their working time in an organisation workplace with the option to work the remaining time flexibly from home. Working time spent at a workplace may include time spent at other organisational locations including field-based operational locations, together with supplier, customer or partner locations. This is a non-contractual agreement which is consistent with common Civil Service expectations.
Travel costs to non-contractual workplaces will be subject to departmental travel and subsistence policies. Travel costs to contractual workplaces are the responsibility of the employee.
The successful candidate is required to carry out all their duties from a UK location and cannot do so from an overseas location at any time.

A reserve list may be held for a period of 12 months from which further appointments can be made.
Near Miss
Candidates who are judged to be a near miss at interview may be considered for other positions within Defra Group which may be at a lower grade but have a potential skills match.

Salary
New entrants to the Civil Service are expected to start on the minimum of the pay band. The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.
