Job summary

The Department for Work and Pensions (DWP) Commercial Directorate is recruiting two Higher Executive Officer (HEO) Commercial Support roles within the Commercial Operations and Strategy (COS) function.

The roles are pivotal in supporting DWP’s commercial transformation, ensuring compliance with public procurement regulations, and driving innovation and efficiency.

Job description

As part of the COS function, you will work in a fast-paced environment, supporting changing business priorities and collaborating across teams. The job will include a range of duties including, but not restricted to, the following:

Commercial Support Role

  • Interpret and apply the public procurement regulations and DWP commercial, data and security policies within guidance, systems and controls.
  • Maintain and update commercial end to end systems, guidance, templates, and process flows.
  • Analyse commercial data to support the wider commercial function.
  • Use digital tools and systems (MS SharePoint, MS Co-Pilot and e-Procurement Systems) to automate and streamline processes.
  • Communicate complex information clearly and effectively and improve stakeholder adoption of standard commercial systems, products and processes.
  • Understand technical commercial system integration across the commercial lifecycle.
  • Collaborate with internal and external stakeholders to achieve outcomes.
  • Support team priorities, resilience and deliver to deadlines.
  • Promote inclusive leadership, share best practice, and drive personal development.

Person specification

Successful candidates for these roles must be able to demonstrate the following essential skills throughout the selection process:

  • LEAD CRITERIA: It is essential that you have completed CIPS Level 3 training (you are still eligible to apply if your qualification is pending)
  • Working knowledge of public procurement regulations and commercial policy and/or proven experience using and supporting commercial systems, including issue resolution and user management.
  • Proven ability to design and implement complex end-to-end processes using digital tools.
  • Demonstrated experience delivering improvement projects and managing priorities in a fast-paced environment.
  • Excellent communication and collaboration skills, with the ability to build relationships across teams and confidently deliver training sessions to wider groups. Confident in using digital tools, such as MS Office 365 and platforms to support business processes, collaboration, and communication.
  • Strong problem-solving, adaptability, and resilience in changing environments. Deal positively with setbacks.
  • Planning, negotiation, and organisational skills to manage multiple tasks effectively.

This job role is suitable for hybrid working, where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business needs, but personal circumstances and other relevant circumstances will also be considered. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post. Please be aware that this role can only be worked in the UK and not overseas.

Selection process details

This vacancy is using Success Profiles (opens in a new window), and will assess your Behaviours and Experience.

At application stage you must complete and upload the following.

  1. Essential training requirement: CIPS training to Level 3 completed (please provide dates this was completed and if you are qualified or if your qualification is pending)
  2. Your CV (detailed Work History)
  3. A 1250 word (max) Personal Statement focused the Essential Skills listed in the advert.

Stage 1 Assessment – Qualification check:

  • What are we assessing? The requirement is to be CIPS trained to Level 3 minimum
  • How is this going to be assessed? You will not progress to the next stage if you have not completed CIPS Level 3 training (either qualified or qualification pending).

Candidates that successfully pass Stage 1 CIPS training eligibility check will progress to Stage 2.

Stage 2 Assessment- Sift:

How is this going to be assessed – Applications will be sifted and scored based on the information supplied in your Personal Statement (on the Essential Skills).

  • Structure your Personal Statement so it clearly demonstrates the Essential Skills.
  • CV will be used to validate evidence in the Personal Statement; clearly state each position you have held and the role.
    1. your key responsibilities (2 – 3 sentences) and
    2. no more than 5 bullets on key achievements

The CV is an on-line tool accessed through the Civil Service Jobsite and there is no requirement to upload your personal CV. Our CV element is short and allows an initial check of eligibility.

Your personal statement evidence will be entered as one score within the results.

If you are successful at the sift stage, you will be invited to stage 3 for an interview.

Stage 3 Assessment – Interview:

The final stage of the process will be an interview where you will be asked to provide examples of your experience and behaviours. Interviews will be conducted in person in Leeds and should take approximately 45-50 minutes.
