Starting Salary: £42,839 progressing to £47,181 per annum (pro rata for part time)
Hours: 37 (30 hours could be considered)
Location: Farnham House, Stevenage - hybrid working and occasional travel may be required

About the team
The Community and People Wellbeing Team in Adult Care Services responsible for the commissioning of voluntary, community, faith and social enterprise (VCFSE) sector groups and charities that bring valuable support to Hertfordshire residents, engaging and working with, the VCFSE sector across Hertfordshire to better fulfil the need of the community
This includes developing key services such as HertsHelp, the Hospital and Community Navigation Service (HCNS) and other services to meet the changing needs and to fill any gaps identifiable within the VCFSE to enable holistic support to citizens
Commissioning support services is key to this work, but the team also is very involved in building and supporting both operational and strategic partnerships across Hertfordshire County Council departments, Health agencies and the VCFSE sector, working on and encouraging partnership innovation and development projects
About the role
The role will:
- Commission and monitor consortiums of VCFSE providers delivering information and advice, social prescribing and prevention community-based support to Hertfordshire residents.
- Support and co-ordinate the providers that currently work within these consortiums, building strong relationships with all providers to strengthen resilience and sustainability
- Develop and maintain strong links to the provider market, and support the VCFSE in developing in this area
- Involve stakeholders in service development, including people who use services, unpaid carers, operational staff and wider partners
- Ensure the monitoring of services is completed in a timely manner
- Develop and follow up action plans for providers
- Lead on specific projects to develop and commission/re-commission services, enhance partnership working, innovation and collaboration
- Analyse and produce reports on call centre data and engagement
- Manage projects to develop better data and information sharing between partners
- Work on commissioning processes including tenders and grant making processes
- Manage complex budgets and report spend to Commissioning Managers and Finance
- Input into communication projects to promote commissioned services
- Ensure that project management and reporting tools are used and are updated
- Represent the Community and People Wellbeing Team at various events and meetings including chairing and presenting as required
About you
The successful candidate will be able to demonstrate:
Essential
- Experience of engaging and collaborative style and the ability to develop effective partnerships across a wide range of agencies and stakeholders
- Experience of leading procurement and/or grant making processes
- Highly competent in Excel with the ability to manipulate, analyse, and present data proficient in using complex formulas and pivot tables to provide reports monthly and as when required
- Ability to interrogate and interpret financial data
- Excellent interpersonal and communications skills
- Commissioning, contract management, monitoring and service development experience in a health and social care environment
- Good project management qualification skills and / or experience
Desirable
- A creative and innovative approach, having worked on previous innovative development projects
- An ability to work on multiple and varied projects at any one time and an ability to prioritise effectively to ensure that neither urgent issues nor longer-term sustainable solutions are forgotten
- Able to work proactively alone (when working from home / office) and with the team
- The ability to retain a calm and confident approach when issues become controversial, supporting to avoid division and to keep focused on the work at hand
- Evidence of using multiple sources of information and systems to analyse and respond to need
- Confidence using a range of IT systems, not solely Office 365 for work such as data analysis, processing budgets and presentations
