Job summary
The NCA has adopted an Officer-centred, blended model to align learning within the Agency to the National Strategic Assessment and NCA Annual Plan. The model is a significant shift from predominantly classroom-based courses to alternative delivery methods that support sustainable learning outcomes for officers and encourage self-directed, experiential and social learning to enhance educational activities.
Learning needs within the Agency are very broad in scope. Internally delivered programmes include our Operational Development Programme (ODP), a full range of niche and specialist operational and systems training directly related to fighting serious and organised crime, as well as more generic programmes covering interpersonal skills, leadership, management and inclusion, diversity and equality.
This is a dynamic role; working as part of the Communications Data Training Team you will be responsible for designing and delivering a range of courses that cover this complex and dynamic area to new and existing officers to enable them to use Communications Data to enable the NCA to lead the UK’s fight to cut serious and organised crime (SOC).
Please note: Due to variations in course requirements, alternative working arrangements will be considered on a case by case basis in line with business needs.
Job description
The Communications Data Training Team lead on training NCA operational staff on how to correctly apply for communications data (CD) as required under the Investigatory Powers Act 2016 (IPA 2016). You will train officers on how to analyse data under legislation and how it supports investigations into Serious Organised Crime (SOC).
The team also works with other training colleagues delivering areas such as operational management training or analysis training to make sure relevant learning on CD is being given to those that need it. The use of CD is a changing and dynamic area and this training team is a key part in enabling the NCA's operational staff have the skills and knowledge they need to operate against SOC that is heavily reliant on the Internet.
Successful candidates who do not currently hold a Training Essentials Programme qualification will be enrolled on the course, making this an excellent opportunity for those looking to begin or further develop a career in training.Duties and ResponsibilitiesDeliver other training suitable to their skills, knowledge and experienceSupporting and leading other training alongside the intelligence training based on their knowledge, skills and experienceSupport Learning Managers engagement with NCA operational commands to understand their learning needs and develop learning resources to meet these needsWork with the Learning Managers in the NCA Academy to engage with and maintain a constant dialogue with Agency operational teams to understand their learning requirements. To determine if the current learning products and resources support current operational skills and knowledge and to develop new learning resources if requiredReview and maintain learning productsUndertake annual review of learning products to make sure that they are still relevant and that they are the most efficient way to deliver the required learning whilst minimising time and financial cost to the organisation. Deliver training at different locations in the UKNCA has two training sites, one Crawley and one in Warrington however we also deliver from other locations. Travel will be expected to NCA sites and may be required to stay over night.Train officers to become applicants and users of communications data (CD)Train NCA staff who need to become CD applicants to enable them to lawfully apply for data under IPA 2016. Furthermore the successful candidate will train these and other operational staff on what different type of CD there are, how they can be used to support SOC investigation and the challenges the different CD types can give users.Support other Academy training courses where CD is an element of the trainingAs part of this role there is a need to support other Academy training Courses. CD is such a key part of SOC investigations that staff need to have an understanding of it. However this level of understanding changes with role and grade so therefore the delivery of the learning needs to change to enable these officers to get the learning they need.Engage with the NCA operational commands on learning needs regarding CDA key part of the role is to regularly engage with different teams within the NCA to understand the learning needs around CD to enable the Academy learning products to remain current.Person specification

Assessment 1
The format of this assessment will be a Presentation and Interview which will be tested on via the details listed below.
Successful candidates from sift will be asked to prepare a 10 minute presentation to assess Technical 2: Ability to confidently adapt communication styles to connect with a range of audiences.
This presentation will form part of the interview stage.
