Job summary

Homes England is the Government’s national housing agency. Our role is to accelerate the pace of housebuilding across the country, particularly in areas where affordability pressures are greatest. Within the next few years, we will have invested over £27 billion across our programmes. The creation of the National Housing Bank, a National Public Financial Institution (PuFIn), introduces significant financial flexibilities to support the delivery of the Government’s housing mission.

This is an exciting opportunity to join Homes England as the statutory Company Secretary of the National Housing Bank Limited, a subsidiary of Homes England. Reporting to the Group Company Secretary and Assistant Director – Governance, you will play a key role at the centre of this innovation, supporting the Bank during its formative stages and helping to shape its governance framework.

You will personally support the Bank’s Board, Chair and Directors while working within Homes England’s experienced central governance team.

Job description

As the statutory Company Secretary of the National Housing Bank Limited, you will:

  • Provide professional governance support to the National Housing Bank Board, Chair and Directors.
  • Personally support Board meetings and ensure effective governance processes are in place.
  • Act as Head of Subsidiary Company Governance, ensuring compliance requirements for other Homes England subsidiary companies are met.
  • Work as part of the leadership of the central governance team, reporting to the Group Company Secretary and Assistant Director – Governance.
  • Support the National Housing Bank during its establishment and help shape governance practices across the Bank and the wider Homes England group.
  • Maintain a calm and professional approach while providing trusted advice to senior Board members and executives.
  • Contribute to delivering a high-performing, collaborative governance service across the organisation.
  • Take an innovative and creative approach to governance delivery, continuously identifying opportunities to improve processes and effectiveness.

The governance team is committed to delivering a first-class professional service and maintaining high standards. The role requires close collaboration with colleagues across the organisation to ensure strong governance arrangements and effective decision-making.

Homes England operates hybrid working, with colleagues currently spending approximately 50% of their time working from home and 50% in one of our offices across England.

Person specification

We are looking for an experienced governance professional who can confidently operate at Board level and provide trusted advice to senior leaders.

You will demonstrate:

Essential skills and experience

  • Significant experience operating as a Company Secretary or senior governance professional.
  • Experience supporting senior Boards, Chairs and Directors in a complex organisation.
  • A relevant professional qualification (such as CGI) or equivalent experience.
  • Strong understanding of governance, compliance and company secretariat functions.
  • Experience managing multiple priorities and delivering high-quality governance support.
  • The ability to build trusted relationships with senior stakeholders.
  • Strong leadership and team management skills.

Desirable experience

  • Experience supporting organisations involved in equity, guarantees or investment decision-making.
  • Experience working within public sector or public financial institutions.

You will also demonstrate:

  • Resilience and the ability to manage a range of senior stakeholders.
  • A collaborative and inclusive approach to working with colleagues.
  • A commitment to delivering high-quality service and continuous improvement.
  • The ability to contribute positively as a team player and leader within the governance function.
